全国照明电器标准化技术委员会（SAC/TC224）成立于1997年，目前下设4个分技术委员会，由中国轻工业联合会负责业务指导。中国轻工业联合会高度重视标准化工作，积极组织轻工业行业协会和标委会，坚决贯彻党中央的决策部署，将标准化工作作为推动轻工高质量发展的八大重要举措之一，持续加强轻工标准化技术组织体系建设工作。在张崇和会长的关心和推动下，2021年10月，全国照明电器标准化技术委员会启动了换届工作。2022年3月，国家标准化管理委员会正式批准第三届全国照明电器标准化技术委员会、第三届电光源及其附件分技术委员会、第二届照明基础分技术委员会组成方案；5月，国家标准化管理委员会正式批准第二届光辐射测量分技术委员会组成方案。6月22日，第三届全国照明电器标准化技术委员会（SAC/TC224）换届大会暨第一次全体委员会议在京召开。

Liu Jingjing, Deputy Director of the Quality Standards Department of the China National Light Industry Council (CNLIC), read out the speech requirements on behalf of Vice President Liu Jiangyi of CNLIC. In his speech, he stated that CNLIC attaches great importance to standardization work and regards " Standard Quality " as one of the eight major measures to promote high-quality development of the light industry. President Zhang Chonghe has presided over multiple executive meetings to specially study and deliberate on the optimization of the technical organizational system for light industry standardization and the plan for leadership renewal, establishing the Standardization Work Committee of CNLIC to authoritatively, uniformly, and efficiently advance the construction of the " Four-in-One " system integrating national standards, industry standards, military standards, and group standards . Light industry standardization has played an important supporting role in leading the construction of a manufacturing powerhouse, meeting people's needs for a better life, and promoting green and low-carbon development of the industry. Zhou Jianfeng, a second-level researcher at the Zhejiang Provincial Administration for Market Regulation, stated in his address that Zhejiang Province has a solid foundation for technological innovation and industrial development in the field of optical radiation measurement. Under the guidance of policies promoting standards, quality, and branding, standardization plays an increasingly prominent role in driving industrial transformation and upgrading, as well as enhancing core corporate competitiveness. He expressed that the Second SC3 will fully cooperate with the National Standardization Technical Committee, focus on domestic industrial development, and make new contributions to fostering a new development pattern centered on independent standard development and mutually reinforcing domestic and international dual circulation.

He Ye, Vice President of the China National Light Industry Council, Chairman of the China Association of Lighting Industry (CALI), and Chairman of the Third National Technical Committee on Standardization of Lighting Appliances (SAC/TC 224), delivered an important speech. In her address, she stated that under the leadership of the Standardization Administration of China, the Ministry of Industry and Information Technology, and the China National Light Industry Council, SAC/TC 224 has always been guided by serving and leading the development of the lighting industry, organizing and carrying out standardization work in the lighting field, and achieving remarkable results in standard systems, promotion and training, and international cooperation. Currently, standardization work faces a new situation. The Outline of National Standardization Development makes overall arrangements for the development of standardization work in China: first, reform and development promote the restructuring of the standard system; second, innovative development promotes the expansion of standard demand; third, high-quality development requires improving the quality and efficiency of standards. We must thoroughly study and implement the Outline, accurately grasp the new situation facing future standardization work, and do a good job in the work of the Third Committee.

She emphasized that the lighting industry is in a crucial strategic window for high-quality transformation and upgrading. The new Standards Committee should focus on the following four areas of work: First, dynamically optimize the system and concentrate efforts on key areas. The new committee should strengthen the development and maintenance of supporting mandatory standards, promote the construction of a lighting standards system with domestic-international synergy, deepen technical research and system building in key areas, provide standard-based technical support for the "Dual Carbon" strategy, and explore standard R&D and quality grading standardization tailored to different users and application scenarios. Second, improve governance structure and stimulate organizational vitality. Taking the establishment of the new committee as an opportunity, strengthen organizational leadership and model exploration, improve institutional mechanisms, enhance committee management, optimize resource allocation, promote collaborative cooperation, and strengthen the cohesion and effectiveness of the organization's standardization work. Third, strengthen standard application and improve quality and efficiency. From the perspective of improving the standardization working mechanism, the new committee should strengthen the implementation and application of standards, enhance publicity and training, effectively leverage the supportive role of standards in innovation, upgrading, and market expansion, improve standardization service capabilities, and help enhance the quality and efficiency of product technology and markets. Fourth, expand international cooperation and elevate the industry's status. Optimize the standardized work model with domestic-international synergy, integrate advantageous resources, promote bilateral national cooperation and multilateral regional cooperation in lighting standardization, and further enhance the international influence of China's lighting Industry. The meeting reviewed the work summaries of the 2nd SAC/TC 224, the 2nd Subcommittee on Electric Light Sources and Their Accessories, the 1st Subcommittee on Optical Radiation Measurement, and the 1st Subcommittee on Lighting Fundamentals, as well as the work planning and schedule for the new committees. It voted to approve the statutes and secretariat working rules for the 3rd SAC/TC 224, the 3rd Subcommittee on Electric Light Sources and Their Accessories under SAC/TC 224, the 2nd Subcommittee on Optical Radiation Measurement under SAC/TC 224, and the 2nd Subcommittee on Lighting Fundamentals under SAC/TC 224, and introduced the "14th Five-Year Plan" standard system for the lighting industry.
