Construction Location: All 10 districts in the region (135 communities, 1,047 natural villages)

Construction scale: Over three years, we will uniformly replace and install 34,055 sets of new solar LED street lights for all old street lights in the entire district that do not meet safety operation requirements, as well as all rural roads newly built (reconstructed or expanded) in recent years and river embankment roads serving flood control functions. This involves 10 sub-districts, 135 communities, and 1,047 natural villages across the district; rural roads are classified as branch roads.

Tender Scope:

Engineering Design: Provide scheme design, preliminary design (including design budget), and construction drawing design for the engineering works within the scope of this tender; also provide design briefing, drawing Q&A, site survey, resolution of design technical issues during construction, submission of design changes, and participation in completion acceptance services;

Tender Agency: All tender agency work except for whole-process engineering consulting services, specifically including: drafting the contracting plan; issuing tender announcements (sending invitation to bid); preparing prequalification documents; organizing receipt of bidder registration applications; reviewing potential bidders' qualifications and determining potential bidders; preparing bill of quantities; preparing tender control price (base price); preparing tender documents; organizing site visits and Q&A sessions; organizing bid opening and evaluation; drafting engineering contracts; preparing written reports on bidding situations; other matters related to contracting and management of the tendering process;

Bidder Qualification Requirements

The qualifications and their levels held by the bidder must satisfy one of the following conditions, and the bidder must possess corresponding capabilities for full-process engineering service consulting in terms of personnel, equipment, funding, etc.:

Engineering design qualifications issued by the competent administrative department for construction and valid within the effective period, specifically:

Possessing one of the following design qualifications:

① Comprehensive Grade A qualification for engineering design;

② Grade A qualification for specialized lighting engineering design;

Municipal public engineering professional Grade C or above, or comprehensive supervision qualification issued by the competent construction administrative department and within its validity period;

The bidder must also meet the following conditions:

(1) The bidder shall be a legal person or other organization legally registered and established, and shall have the capacity to independently enter into contracts;

(2) The bidder is not in a state of being ordered to suspend business, having its bidding qualifications revoked, or having its assets taken over, frozen, or declared bankrupt;

(3) The bidder has not been suspended from bidding by relevant authorities due to illegal or irregular activities such as fraudulently winning the bid, and is not currently within the suspension period.
