Maximum subsidy of 10 million yuan! Seven technologies, including IoT smart lighting systems, are proposed for inclusion in the recommended catalog.

Recently, the proposed list for the Beijing Innovative Green Technology (Energy Saving and Energy Efficiency Improvement) Recommended Catalog (2022 Edition) was publicly disclosed, featuring a total of 7 technologies including IoT smart lighting systems.


To advance Beijing's efforts in building a market-oriented green technology innovation system, last October, the Beijing Municipal Development and Reform Commission, together with the Beijing Municipal Science and Technology Commission and the Zhongguancun Administrative Committee, issued the "Several Measures of Beijing on Further Improving the Market-Oriented Green Technology Innovation System." Simultaneously, they issued the "Detailed Rules for the Collection and Selection Management of Innovative Green Technologies and Demonstration Application Projects in Beijing" and the "Notice on Launching the 2021 Collection of Innovative Green Technologies and Application Scenarios in Beijing."


A relevant official from the Beijing Municipal Development and Reform Commission introduced that since the launch of the solicitation, social participation has been highly enthusiastic. A total of 131 applications for innovative green technologies and 14 applications for application scenarios have been received.


Following review, a total of 7 energy saving and energy efficiency improvement technologies are proposed for inclusion in the Beijing Innovative Green Technology Recommended Catalog (Energy Saving and Energy Efficiency Improvement Sector) (2022 Edition), and are now open for public notice.


The seven energy saving and energy efficiency improvement technologies are: a preparation and construction method for asphalt coatings applicable at low temperatures, a comprehensive utilization technology for zero-carbon power supply in industrial parks, a deep recovery and emission reduction technology for flue gas waste heat, a power generation technology using low-to-medium grade waste energy in radial turbines, a modular low-carbon heat exchange station, an IoT-based smart lighting system, and an air disinfection technology based on plasma discharge.


Each technology has its application cases. For example, "an IoT smart lighting system" uses LED luminaires as the carrier. Each IoT luminaire is equipped with a radar sensor, a 2.4G wireless communication unit, and a chip control unit, and complies with the EMN wireless communication protocol. The success rate of communication commands within the system is higher than 99.9999%. When unmanned vehicles are active, the luminaires can automatically adjust to 5% illuminance, achieving energy saving of over 90% for the luminaires when no unmanned vehicles are present.


This system is applied in the Beijing Yizhuang Biopharmaceutical Park project, providing a good lighting experience and significant energy saving. Through on-site area power consumption testing and comparison, the overall energy saving rate exceeds 65%.


A relevant official from the Beijing Municipal Development and Reform Commission stated that, as a next step, they will accelerate the review of innovative green technologies in other sectors and release rolling recommendations for technology directories in these areas. Meanwhile, in accordance with the "Several Measures on Further Improving the Market-Oriented Green Technology Innovation System in Beijing," the Beijing Municipal Development and Reform Commission will orderly advance support for innovative green technologies included in the recommendation directory.


On one hand, qualified third-party institutions will be commissioned to track, test, and evaluate the effectiveness of technology application, with financial support provided for the testing and evaluation costs within one usage cycle. On the other hand, financial subsidies will be granted to implementing units for the first three demonstration projects (sets) applied in Beijing, with the subsidy standard not exceeding 30% of the total project investment, and the maximum subsidy amount for a single project not exceeding 10 million yuan.


Among these, eligible innovative green technologies are prioritized for recommendation to the Beijing First Set Demonstration Application selection. Support is provided for the conversion of standards related to innovative green technologies; those that meet the requirements and are officially published as various types of standards will receive financial rewards.


Relevant officials stated that the Beijing Municipal Development and Reform Commission, the Beijing Municipal Science and Technology Commission, and the Zhongguancun Administrative Committee will continue to strengthen policy tracking and evaluation, conduct regular assessments and analyses, identify issues and listen to needs during policy implementation, continuously optimize and improve policies, and persistently create a highly market-oriented and strongly supportive policy environment for green technology innovation entities in Beijing.
