3. Applicant Qualification Requirements

3.1 Applicant Performance Requirements: In the past three years, the applicant must have completed at least 3 similar municipal public utility engineering projects (0-10 classification).

3.2 Performance requirements for the proposed project manager: In the past three years, the proposed project manager must have completed at least 10 (0-10) similar projects individually, with each project's winning bid amount not less than 40% (0-100) of the 'Estimated Agency Tender Amount' in Section 2.7.

3.3 Requirements for Proposed Project Personnel: Proposed Project Manager (1 person): Must hold a senior or higher professional title and possess a tendering practitioner seal, as well as the national registered cost engineer qualification (or Level 1 Cost Engineer qualification); Proposed Project Team Members (4 persons): Must hold an intermediate or higher professional title and possess a tendering practitioner seal. Provide proof of continuous social insurance contributions paid by the individual's employer for the most recent 12 consecutive months; retired personnel must submit relevant certification from the Social Security Bureau.
