On the afternoon of May 10, the China Association of Lighting Industry (CALI) held its 2022 annual work conference for branch organizations via video link. The meeting conveyed the deployment and requirements from the Ministry of Civil Affairs regarding the special rectification campaign for branch (representative) organizations of social groups, and discussed key tasks to further promote the reform and development of branch organizations. He Ye, Vice President of the China National Light Industry Council and Chairman of CALI, attended the meeting and delivered an important speech on "standardizing management, stimulating vitality, and creating a new situation for the work of association branch organizations."

Vice Chairman Liu Shengping first communicated the requirements of the "Notice from the Ministry of Civil Affairs on Carrying Out Special Rectification Actions for Branches (Representative Offices) of National and International Social Organizations," and conveyed the spirit of the teleconference held by the Ministry of Civil Affairs on April 4, 22 regarding special work mobilization and deployment for social organizations. She pointed out that the association will earnestly fulfill its primary responsibilities, implement all work arrangements from higher-level authorities, and urged all branches to attach great importance, assume leading responsibilities, and cooperate in conducting reviews, self-inspections, and specific rectification efforts. She required relevant institutions to closely align with the overall annual work requirements, enhance their ability to prevent and resolve major risks through the special rectification campaign, and strive to elevate the work of all branches to a new level.

Secretary-General Wang Zhuo provided an explanation of the "Measures for the Administration of Branches and Representative Offices of the China Association of Lighting Industry (Draft for Comments)" (hereinafter referred to as the "Administrative Measures"). She pointed out that revising the branch management measures is a key task in this special rectification campaign. She introduced the key content of the revision to the Administrative Measures, requiring all branches to study them carefully, provide timely feedback on opinions and suggestions, work together to improve the regulations governing branches, and lay a solid foundation for their healthy development.

Chairman He pointed out in his speech that the existing branch organizations of China Illuminating Engineering Society serve as a working model for the Association to lead and serve industry development, and as an extension of its strength. Over the years, they have made significant and effective contributions in organizing industry exchanges, holding special meetings and events, and promoting industry development. Specifically: The Agricultural Lighting Special Committee has actively built platforms for industry-academia-research exchange through training and meetings, addressing the technical and market development needs of agricultural lighting; The Landscape Lighting Special Committee has organized forums and competitions around core industry elements such as landscape lighting products, landscape project design, and landscape construction engineering, selecting outstanding design, production, and construction forces for the industry; The Luminaire Professional Committee has invested human and material resources to ensure the daily operation of the committee, and has cooperated with the Association over consecutive years to organize the "China International Lighting/Luminaire Design Competition", promoting the enhancement of original design capabilities in the lighting industry; The Optoelectronic Devices Special Committee has established the "China Optoelectronic Devices Technology and Market Trends Forum" as a regular activity, actively serving industry needs; The Talent Service Working Committee has opened enterprise universities for more than 50 enterprises, achieving over 7 million registered users, providing nearly 1,000 courses in total, and building a highly valuable training and exchange platform for the industry. For this, the Association expresses respect and gratitude for the efforts and contributions of all branch organizations!

She also pointed out that current branch associations still face certain problems in standardized management, work implementation, and role fulfillment, mainly manifested as follows: First, there is a lack of overall layout and top-level design commensurate with industry development, leading to unclear work directions and business shrinkage for some branches, which hinders normal operations; Second, the content of branch association management regulations is not systematic or comprehensive enough, resulting in organizational laxity, arbitrary work practices, and lack of vitality in some branches; Third, some leading units do not attach sufficient importance or provide adequate investment, failing to fulfill their responsibilities both objectively and subjectively, thereby not realizing the roles that branch associations should play.


She emphasized that the Association and its branches must adhere to a problem-oriented approach, promoting the standardized establishment and effective operation of branch organizations. Taking the implementation of current requirements from the Ministry of Civil Affairs, SASAC, China National Light Industry Council, and other relevant notices as an opportunity, we will continuously optimize the Association's governance model to achieve the goal of driving healthy and sustainable industry development. Finally, Chairman He Ye proposed three principles for strengthening branch construction: First, reduce quantity and stimulate vitality. Based on industry development trends, focusing on technological hotspots and key niche areas, branches should be consolidated and reduced. For branches lacking organizational support or failing to operate for extended periods, further research, thorough feasibility studies, and recruitment of talent are required to revitalize them. Through these measures, the number of branch organizations will be effectively reduced. Second, strengthen management and ensure standardized operations. For any organization to remain vibrant, the most critical factor is the guarantee provided by its organizational structure and working mechanisms. Rules and regulations must be established, and full-process management implemented, covering purposes, objectives, procedures, organizational structure, tasks, term limits, assessments, etc. To this end, the "Management Measures" have been revised. Third, take proactive action and leverage resources. Under the Association's leadership, mobilize superior resources both within and outside the industry, relying on leading enterprises, professional service agencies, and major production government bodies to jointly establish branch organizations. The Association will use this symposium as a starting point, improving management measures, clarifying top-level design, and establishing organizational leadership structures. Following the principle of prioritizing urgent matters and forming branches only when mature, the majority of branch reorganizations, term renewals, and new establishments will be completed this year.

Association 17 branch offices' directors and deputy directors, secretariat unit heads, etc., over 50 representatives attended the meeting and delivered speeches. Everyone expressed strong support for responding to the Ministry of Civil Affairs' special rectification requirements, and under the overall leadership of the China Lighting Industry Association (CLIA), actively participated in the construction of association branches to contribute to industry development. Attendees also fully expressed their opinions on improving branch management levels, strengthening exchanges and cooperation among branches, leveraging the responsibility of leading enterprises, and implementing national policies supporting industry development. Representatives stated that branches will actively cooperate with all association initiatives, promote development in specialized industry segments, and fully support events organized by the association, including the CLITI Exhibition and the China International Lighting / Luminaire Design Competition, based on completing this year's work.


Chairperson He Ye, in her concluding remarks, fully affirmed this meeting, stating that the content was substantial, participation was active, consensus was reached, and next-step work goals were clarified; it was a very important and efficient meeting. She finally emphasized that the current epidemic prevention and control situation is severe, the international situation is complex and changing, and enterprise operation and development face unprecedented pressure. Everyone must maintain confidence, coordinate epidemic prevention and control with production and operations, face current difficulties directly, focus on long-term development, and solidly carry out all 2022 annual work tasks. Welcome the successful convening of the 20th National Congress of the Communist Party of China with outstanding work achievements.

To earnestly implement relevant work requirements, the China Illumination Association (CIEA), while convening a branch work meeting, also conducted a comprehensive survey of branch operations via questionnaire. Simultaneously, it organized branches to focus on the 20 special rectification tasks explicitly defined by the Ministry of Civil Affairs for self-inspection. This provided technical support for conducting in-depth research into the current status of branch work and ensuring full coverage of the special action.
