Forging Ahead in the "14th Five-Year Plan" • Collaborating on "Dual Circulation" — The "2022 CALI Chairman's Work Conference and Industry Leading Enterprises High-Level Forum" Successfully Held

On April 12, the China Association of Lighting Industry(中国照明电器协会) held the "China Association of Lighting Industry 2022 Chairman's Work (Expanded) Meeting and Industry Leading Enterprises Forum" via video conference. Forty-three executive directors, three supervisory board members, and all secretariat staff of the association attended the meeting, with representatives from some council member units attending as non-voting participants. He Ye, Vice President of the China National Light Industry Council and Chairman of the China Association of Lighting Industry(中国照明电器协会), presided over the entire meeting and delivered an important speech. Chairman He Ye presided over the entire meeting and delivered a keynote speech centered on the agenda. She pointed out: In the new year, the association’s overall work approach focuses on three aspects: first, deepening, enhancing, and innovating routine work; second, strengthening the “four services” function; third, striving to build practical and effective work carriers and platforms led by the association. The association must take proactive initiatives to rapidly improve service capabilities. Meanwhile, as a highly market-oriented industry and a self-regulatory organization, it needs to rely on the wisdom and strength of entrepreneurs to run the association, achieving healthy self-development of the industry through self-management and self-discipline. The association’s work is to build various platforms for industry development, allowing member enterprises to showcase their brilliance on these platforms, enabling the China lighting industry to stand as a whole among the world’s powerful nations, thereby enhancing its status and influence. The association will also repay enterprises’ trust and support with more pragmatic and effective performance.
Chairman He Ye further pointed out: The current global situation is complex and volatile, with unexpected factors such as immense pressure from pandemic control, the Russia-Ukraine war, and China-US relations exceeding expectations, posing unprecedented challenges to China’s economy. At the same time, the industry faces major tests including intensified competition, high costs, sluggish growth, and an urgent need for transformation. However, the logic of China’s long-term positive economic trend and sustained growth remains unchanged. After more than 40 years of development since reform and opening-up, the industry’s foundation and international competitiveness—characterized by an industrial scale of 680 billion RMB, exports of 65.5 billion USD, and a global market share of over 60%—are difficult to shake. Moreover, a series of precise and pragmatic policies introduced by the state to benefit and relieve enterprises have given us confidence and courage to overcome current difficulties. Combining her insights with the recently released “Opinions of the CPC Central Committee and the State Council on Accelerating the Construction of a Unified National Market,” she shared her learning experiences and understanding on building a new development pattern for the industry. She pointed out: To highlight domestic circulation as the mainstay in constructing a new development pattern, we must promote efficient flow and scale expansion of the domestic market by eliminating unfair competition, breaking monopolies and regional fragmentation. Only then can domestic circulation qualify to play the “leading” role in the new development pattern. The industry should seize the major opportunity of building a unified national market to expand new market spaces in areas such as educational lighting, agricultural lighting, and smart city construction. Meanwhile, building a unified national market also aims to solidify the foundation for high-level participation in international division of labor. Supported by domestic large-scale circulation and a unified market, we will enhance our influence in the global industrial chain, supply chain, and innovation chain, enabling better connectivity between domestic and international markets. Especially for a highly export-oriented industry like lighting appliances, we must continue to implement higher-level opening-up and cooperation, reshape new advantages in international competition, and construct a new development pattern where internal and external circulations interact positively and advance together. Finally, Chairman He Ye put forward suggestions and requirements for doing well in this year’s industry development work from four aspects: strengthening confidence to stabilize growth, making good use of policies to open up new situations, taking multiple measures to improve quality and efficiency, and holding the bottom line to prevent risks. She called on the entire industry to further strengthen confidence, overcome difficulties, and welcome the successful convening of the 20th National Congress of the Communist Party of China with excellent development achievements.

Secretary-General Wang Zhuo of the Association presented a report on the "Key Work Points of the Association Secretariat for 2022." In 2022, the key tasks of the China Association of Lighting Industry (CALI) are to enhance three major capabilities: "the capability for democratic self-governance and self-disciplined development," "the capability to serve national strategies and guide industry development," and "the capability to serve the industry." It will focus on implementing the "Three Ones" brand project, which includes "one book" (White Paper on the Development of China's Lighting Industry), "one conference" (China Lighting Industry Conference), and "one exhibition" [China (Shenzhen) Lighting Supply Chain Technology Innovation Exhibition]. To address these tasks, the Secretariat will carry out work in 8 main areas: improving association governance, strengthening the leading role of standardization, providing solid technology innovation services, organizing the CLITI exhibition well, conducting in-depth industry research and analysis, regulating the management and operation of branch organizations, carrying out vocational skills training activities, and optimizing association activities to enhance influence.

The meeting also heard a report by Wen Qidong, Deputy Secretary-General of the Association, on "The Recent Operation and Future Prospects of China's Lighting Industry under Major Global Changes, and the Preparation Status of the CLITI Exhibition." He introduced the current status of the industry from aspects such as recent domestic and export sales, challenges faced, and short-to-medium-term outlook, analyzed the current situation and challenges, and provided an outlook for future development. He also highlighted the preparation status of the CLITI Exhibition. The CLITI Exhibition is the annual core event hosted by the China Association of Lighting Industry, themed "Integration of Technological Innovation, Intelligent Green Quality Improvement," dedicated to building a modern lighting supply chain system that emphasizes both safety and efficiency, and will continue to be held as a regular annual key activity of the Association. Focusing on development hotspots, based on the construction of dual circulation, and radiating to both domestic and foreign trade markets, the exhibition is of great significance and has received active support and participation from leading enterprises in the industry.

The participating representatives fully affirmed the initiatives undertaken by the Association Secretariat, including organizing the CLITI Exhibition, convening the China Lighting Industry Conference, compiling the "White Paper on the Development of China's Lighting Industry," and promoting technology services. They also offered proactive suggestions on developing the domestic market, enhancing innovation capabilities, and protecting intellectual property rights. Representatives from 11 vice-chairman units, including Tospo, Hongyan, FSL, Zhonglou High-Tech Park, Sunshine, Signify, OPPLE, Tongshida, Leedarson, Unilumin, and MLS Co., Ltd. 11, centered their discussions on the conference theme of "Striving in the 14th Five-Year Plan • Collaborating in the Dual Circulation." Combining their respective corporate situations, they engaged in thorough exchanges on industry hotspots such as smart lighting, healthy lighting, and the dual carbon goals. They shared insights on major challenges facing the industry amid the current external situation and internal corporate environment, including the impact of the pandemic, market downturn, and rising raw material costs, along with specific measures taken by their enterprises. They also assessed the landscape, positioning, and development trends of the lighting industry in 2022. The participating representatives expressed their determination to overcome current difficulties and voiced strong confidence in the future high-quality development of the lighting industry.

She pointed out that the meeting was rich in content, with extensive and pragmatic topics, thoughtful speeches, and in-depth analysis. Combining the main work arrangements of the Secretariat and the development of the industry, the meeting conducted exchanges and speeches around the conference theme. The discussed content closely followed industry hotspots, and the viewpoints raised were consistent with the actual development, providing good ideas for the Association's work. In view of the current internal and external situation and the task of building a dual-circulation development pattern, she put forward three suggestions to enterprises on how to strengthen confidence, focus on core business, and maintain their own development advantages: First, effectively grasp the international market's recognition and demand for Chinese lighting products, stabilize and optimize the export market, and maintain the status of a major country as the main global lighting supplier. Second, effectively seize the opportunity of building a unified national market, expand and strengthen the domestic market, create and lead market demand with high-quality supply, and promote benign development. Third, effectively improve internal corporate capabilities, actively carry out digital transformation, and drive continuous corporate development and industrial upgrading with scientific and technological innovation as the driving force.
