Two Sessions Voices: Proposal to promote applications such as smart lamp posts and intelligent security

The fifth session of the 13th National Committee of the Chinese People's Political Consultative Conference and the fifth session of the 13th National People's Congress were held in Beijing on March 4 and March 5 respectively. At the time of the two sessions, deputies to the National People's Congress also offered suggestions and proposals for social and economic development.


It is understood that this year, National People's Congress representative Lin Longan from the port area intends to submit "Suggestions on Developing the Digital Economy and Building Smart Cities" . In his view, the digital economy, supported by digital technologies and with data resources as key elements, is booming and becoming a key force reshaping national economic competitiveness and the global competitive landscape.


"Actively promote the digital transformation of the service industry, increase the application of digital technology led by network technology to business and service levels, provide broader and higher-quality people-centric commercial and community services, which is conducive to promoting the construction of a new development pattern, conducive to promoting the construction of a modern economic system, and conducive to building new national competitive advantages." Regarding how to build smart cities, smart communities, and advance the digitalization of the service industry, Lin Longan proposed the following four suggestions:


I. Strengthen leadership coordination and overall planning


All regions should formulate practical and highly actionable planning for the construction of new smart cities based on the '14th Five-Year' Digital Economy Development Plan and in combination with their own actual conditions. Leaders at all levels of government across the country, including party and government heads, must personally lead the initiative to establish an organization and promotion mechanism that ensures vertical linkage and horizontal connectivity between departments, set up cross-departmental coordination working mechanisms, and strengthen overall coordination for the development of the digital economy industry.


Through government guidance, encourage public-private cooperation and multi-party participation to innovate the operation and management model of smart city construction , achieve sustainable and healthy operation of smart city construction projects, promote the development of applications such as smart security, smart mobility, smart healthcare, smart education, smart supervision, smart communities, and smart energy, and realize integrated and intelligent management of livelihood administration, energy saving and environmental protection, public safety, urban services, and industrial and commercial activities.


II. Improve the infrastructure of the digital economy


Establish a fair and transparent citizen data usage and regulatory mechanism through legislation, create unified citizen information service institutions and a citizen service big data platform, achieve a balance between urban development and privacy protection, form a secure data utilization mechanism for data governance and data development, and unleash the vitality of urban data elements. Accelerate the smartization of infrastructure, vigorously develop smart pipe networks and smart water management, promote applications such as smart lamp posts and intelligent manhole covers, advance the smartization of municipal facilities, accelerate the establishment of an IoT perception system for urban components, and improve the level of urban digitalization.


III. Accelerate the digital application of the service industry


Guided by the urgent need to meet citizens' basic livelihood guarantees in public health, health, education, elderly care, etc., increase investment in smart and convenient public service systems, promote digital transformation of public facilities, create a series of digital demonstration application scenarios such as smart hospitals, smart campuses, smart elderly care, and smart communities , and provide efficient, high-quality, and affordable public products and services including property management, carpooling, housing rental, express logistics, and e-commerce shopping. The essence of developing the digital economy and building smart cities across regions lies not merely in utilizing various technologies or physical infrastructure, but in strengthening urban management and services through technology to improve citizens' quality of life.


IV. Continuously promote digital economy talent training


充分发挥大学、职业院校、科研院所的带动牵引作用,加快开设数字经济产业相关的专业或课程,积极与企业合作共建人才培养基地,建立校企人才对接机制。支持重点企业、行业协会、科技媒体等组织开展数字经济领域技能比赛和人才评选,建立行业人才评价体系,搭建人才流动服务平台。


Strengthen training courses on digital economy vocational skills in middle schools and vocational schools, playing an important role in cultivating technical research and application talents; vigorously introduce high-level talents in the domestic and international digital economy industry, accelerate the formulation and implementation of supporting policies, and strive to provide public services such as children's school enrollment, housing security, and tax incentives.
