Phase I of Smart Pole Construction in Jiangbei Area, Fuzhou City (Construction Drawing Design - EPC) - Tender Notice
1. Bidding Conditions
The Fuzhou Jiangbei Area Smart Pole Construction Phase I Project (Construction Drawing Design - EPC) has been approved for construction under Approval No. Min Fa Gai Bei [2021] A000008. The project owner is Fuzhou Jiangbei Smart City Construction and Operation Co., Ltd., with funding from self-raised sources. The tenderer is Fuzhou Jiangbei Smart City Construction and Operation Co., Ltd., and the entrusted tender agency is Fuzhou Chengtou Supply Chain Group Co., Ltd. This project meets the tendering conditions, and public bidding is now being conducted for the Construction Drawing Design - EPC.
2. Project Overview and Scope of Tender
2.1 Construction Location: Minjiang North CBD Area (located in Taijiang District, Fuzhou City), Helin Area (located in Jin'an District, Fuzhou City), and Zhongshan Area (located in Gudong Subdistrict, Gulou District).
2.2 Construction Scale: (1) Minjiang North CBD Area: The area is located in Taijiang District, Fuzhou City, and includes 8 roads. The total length of roads with smart pole upgrades is approximately 5.3 km, involving the upgrade of 288 smart poles.
(2) Helin Area: The area includes 7 roads, with a total length of approximately 8 kilometers for smart pole retrofitting, involving 576 smart poles.
(3) Zhongshan Area: This area is located in Gudong Subdistrict, Gulou District. It includes 3 roads, with a total length of approximately 1.5 km for smart pole retrofitting, involving 92 smart poles.
2.3 Bid Lot Division: All items constitute a single bid lot;
2.4 Schedule Requirements: The total project duration is 45 days (including design and construction), with key milestones: complete the construction of 300 smart poles by January 1, 2022, and complete all smart pole construction by February 1, 2022;
2.5 Total Investment: The maximum bid price for this project is RMB 77,691,522, of which the design fee is provisionally set at RMB 722,822, and the maximum bid price for construction works is provisionally set at RMB 76,968,700.
2.6 Scope and Content of Tender:
2.6.1 Scope of Design: Construction drawing design and follow-up services for roads, electrical and lighting, landscaping, traffic and safety facilities, etc.; during the construction phase, extend BIM technology from design to detailed design and implement BIM scenarios;
2.6.2 Scope of Construction: Includes all construction works specified in the construction drawings;
2.6.3 Procurement Scope: Procurement of all materials, equipment, and facilities required for this project;
2.6.4 Scope of Tender: Consolidate road facilities within the construction scope by integrating multiple poles and cabinets into unified structures, as required. Implement centralized installation of various poles, equipment cabinets, pole-mounted facilities, and associated pipelines to achieve co-construction, sharing, and interconnectivity. Includes but is not limited to works for roads, electrical and lighting systems, landscaping, traffic and safety facilities, as well as five-year maintenance services for smart poles.
3. Bidder Qualification Requirements
3.1 This tender project requires bidders to possess the following valid and legal qualifications:
(1) Design Qualification: Possess a valid Comprehensive Class A Engineering Design Qualification issued by the construction administrative department, or hold a Class A qualification for municipal industry design, or a Class A professional design qualification for municipal industry (road engineering);
(2) Construction Qualifications: Valid Grade I or higher general contracting qualification for municipal public works construction issued by the competent administrative department of construction, and the "Work Safety License for Construction Enterprises".
This tender accepts consortium bids. For consortium bids, the following requirements must be met: the consortium shall consist of no more than two entities.
4. Obtaining Bidding Documents
4.1 Please purchase the bidding documents from November 22, 2021 to November 26, 2021, daily from 9:00 AM to 12:00 PM and from 2:30 PM to 6:00 PM (Beijing Time, same below; excluding holidays) at Fuzhou City Investment Supply Chain Group Co., Ltd. 2.1 Project Overview
Construction Location: Jinmei Avenue (from Xicheng Avenue to East Third Ring Road), Huangmei County, Huanggang City, Hubei Province
Project scope: Construction of a road lighting control system for Jinmei Avenue and West City Avenue to East Third Ring Road in Huangmei County, integrating single-light smart streetlights and multi-functional smart streetlights. Multi-functional smart streetlights must support remote weather monitoring, advertising screen display, Wi-Fi coverage, security surveillance, and single-light control. Single-light smart streetlights enable individual lamp control. All street light luminaires must use LED light sources.
2.2 Scope of Tender
Scope of Tender: This project adopts the EPC model. In accordance with the contract, full-process services including survey and design, construction, procurement, installation and commissioning, and completion acceptance shall be provided for this project. Bidders are required to assume full responsibility for the quality, safety, schedule, and completion acceptance of the contracted works. (Subject to the construction drawings and budget bill of quantities reviewed and approved by the tenderer in accordance with procedures.)

3. Bidder Qualification Requirements
3.1 This tender requires bidders to possess: a valid business license with independent legal entity status, and the business scope must include content relevant to the requirements of this project. Simultaneously, bidders must hold Grade A special design qualification for urban road lighting engineering and Grade II or above professional contracting qualification for urban and road lighting engineering, issued by the administrative authorities. The work safety permit must be within its validity period.
Within the past three years (calculated backward from the bid submission deadline, based on the construction contract), the bidder must have independently completed at least one similar lighting EPC project with a single contract value of RMB 8 million or more (provide the Notice of Award and key pages of the contract). The bidder must also possess corresponding operational capabilities in terms of personnel, equipment, and funding. The proposed project manager must hold a Level 2 or higher registered constructor qualification in the electromechanical specialty and a valid Work Safety Assessment Certificate (Category B), and must not be serving as the project manager for any other ongoing construction projects; furthermore, they shall not serve as project manager on any other project from the time of award until completion.
3.2 Consortium bids are not accepted for this tender.
