In mid-year, the feasibility study report for the 5G Smart City New Infrastructure (Smart Pole + Edge Computing + Application Scenarios) project in Hebi City, Henan Province was approved by the Hebi Municipal Development and Reform Commission. Recently, the tender announcement for this project was officially released. The tenderer (project owner) is the Hebi Municipal Urban Management Bureau. Construction funds come from government special bonds and local self-raised funds, with a total project investment of 1,338,787,800 yuan.
1. Project Overview
Project Overview: The construction site of the Hebi City 5G Smart City New Infrastructure (Smart Multi-function Poles + Edge Computing + Application Scenarios) Project (EPC General Contracting) is located within the planned area of Hebi City, and the project land complies with the Hebi City Territorial Space Master Plan (2019-2035).
The construction scope includes nine items: smart combined poles, equipment rooms and operation centers, integrated cabinets, IoT terminal devices, pipeline routes with demolition and restoration, security systems, demonstration road section application scenarios, and AIoT urban intelligent control platform software development.
This project targets 81 main roads in Hebi urban area (Qibin Avenue, Xinghe Street, Hemei Avenue, Jiuzhou Road, Huanghe Road, Huaihe Road, Lijiang Road, Hongqi Street, Shancheng Road, Zhongshan Road, Baoshan Avenue, etc.), planning to remove 14,424 sets of existing ordinary street lights and install 14,424 sets of new smart integrated poles;
Based on business density, it is planned to build 79 new edge computer rooms. Each room will cover 2-3 square kilometers in central urban areas and 3-5 square kilometers in general urban areas.
To meet the aggregation and access requirements of 79 edge computer rooms, one new network server room will be built on the 3rd floor of the Hebi City Urban Management Bureau. To meet the project operation and maintenance requirements, it is proposed to build one new operation center.
Constructed 529 km of new pipeline cables, including embedded basic pipelines, supporting manhole (handhole) wells, fiber optic and cable laying, as well as municipal road excavation and backfilling, and landscaping damage and restoration incurred during construction;
Build 1 new security system in accordance with the Level 3 Classified Protection standards;
Build one new AIoT Urban Intelligent Control Platform, including 10 foundational software components such as IoT middleware, data middleware, business middleware, AI middleware, and cloud-edge collaboration platform; 8 application scenarios such as intelligent lighting system, smart public restroom system, smart trash bin system, and smart fire hydrant system; as well as IoT terminal devices supporting the application scenarios.
Construction location: 6 districts of Hebi City (Qibin District, Shancheng District, Heshan District, Development Zone, Urban-Rural Integration Demonstration Zone, Baoshan Economic and Technological Development Zone), mainly involving 81 roads including Qibin Avenue, Xinghe Street,HEMEI Avenue, Jiuzhou Road, Huanghe Road, Huaihe Road, Lijiang Road, Hongqi Street, Shancheng Road, Zhongshan Road, and Baoshan Avenue.
Planned construction period: 2 years (excluding work stoppages due to environmental or dust control measures);
Scope of Tender: Construction drawing design, construction, procurement, and services during the defect liability period.
II. Bidder Qualification Requirements
The bidder must possess the following qualifications simultaneously:
(1) Possess the capacity to independently bear civil liability;
(2) Grade A or higher qualification in engineering design for the electronic, telecommunications, and broadcasting industry;
(3) Grade I general contracting qualification for communication engineering construction issued by the competent administrative department of construction;
(4) A valid Work Safety License for the construction enterprise;
(5) The bidder must be the equipment manufacturer or agent for the core product of this project (integrated pole). Agents must provide a unique authorization letter from the manufacturer for the core product (integrated pole) of this project;
(6) Must possess performance capabilities matching this project in terms of personnel, equipment, funding, etc.
The design lead must meet the following requirements:
(1) Possess a registered professional qualification certificate in a major related to the electronic communications and broadcasting industry;
(2) Be a formal on-duty employee of this entity; (must provide proof stamped with the official seal of the social security competent authority for three consecutive months since 2021, or a screenshot of the social security insurance webpage query) and the labor contract signed between the individual and this entity.
Qualification requirements for construction project managers:
The project manager proposed by the bidder must hold a Class I Registered Constructor qualification in Communication and Broadcasting Engineering and a valid Safety Production Assessment Certificate (Type B), and must not serve as the project manager for any other ongoing construction projects (provide a commitment letter stating no ongoing projects). If the proposed project manager has undergone a change in project manager appointment on other engineering projects within 120 days prior to the bid submission deadline, it is mandatory to provide proof of social insurance contributions paid by this entity for the authorized agent, the proposed project manager, and project management personnel (provide certificates stamped with the official seal of the social security authority for three consecutive months since 2021, or screenshots of social insurance enrollment queries from the website) and labor contracts signed with this entity.
Consortium bids are accepted for this tender. For participation as a consortium, any member may serve as the lead party. The consortium shall consist of no more than three members. Both the lead party and other members must individually possess the capability to perform their respective portions of the project.

On November 15, Guangzhou Information Investment Co., Ltd. released a tender plan. Guangxin Tou plans to construct 282 smart light poles in areas such as Linhe East Road, Tianfu Road, Zhongshan Avenue East, and Zhongshan Avenue West in Tianhe District, Guangzhou, with an estimated amount of 22.405 million.

1. The main contents of the construction work for the smart street light pole project are as follows:
(1) The bidder must carry out construction in accordance with the tender documents and requirements of relevant authorities, including but not limited to the installation foundations for smart light poles, pipelines, cables, manholes, and other equipment and facilities required for the project; project coordination; approval and permitting procedures (including electricity connection applications and approvals for the removal of old street lights) and related fees; handover of the lighting system and lamp caps/holders to the street light management unit; transportation fees, storage fees, tooling fees, related engineering vehicle fees, safety measure fees, regulatory fees, and other costs related to engineering construction.

II. The main contents of the procurement of smart pole bodies and equipment for the smart streetlight project are as follows:
(1) The bidder must procure the pole bodies and equipment in accordance with the tender documents and relevant departmental requirements, including but not limited to labor, materials, delivery schedule, quality, safety, civilized construction, lump-sum project measure fees, and insurance costs prior to project handover.
The scope of project contracting includes, but is not limited to, the supply of smart light pole bodies and equipment, installation of smart light pole bodies, electrical network components installed inside the pole cabinets, disassembly and assembly involving EMC luminaires, cable laying/splicing, ground cages, anchor bolts, installation accessories, transportation fees, storage fees, tool fees, related engineering vehicle fees, safety measure fees, regulatory fees, and other project-related expenses.
(2) The bidder is responsible for the procurement of poles and equipment for this project and shall carry out construction strictly in accordance with specifications; the bidder shall bear responsibility for the construction under its scope, fully understand the tenderer's requirements and site conditions, and take reasonable measures to execute construction in accordance with the design plan.
