Beijing Municipal Development and Reform Commission releases funding projects for rewards on energy savings from energy-saving technological transformation projects in Beijing
Article 28 of the "Measures for the Implementation of <中华人民共和国节约能源法> in Beijing" stipulates that Beijing encourages energy-using units to strengthen energy saving management, implement energy saving technological transformations, optimize energy consumption structure, and improve energy utilization efficiency; Article 56 stipulates that the municipal people's government shall arrange special funds for energy saving to support the research and development of energy saving technologies, demonstration and promotion of energy saving technologies and products, implementation of key energy saving projects, energy saving technological transformations, energy saving publicity and training, information services, and commendations and rewards. 中华人民共和国节约能源法>
In accordance with relevant regulations, to deeply tap into the energy saving potential of energy-using units, strengthen the supporting role of engineering and technology in energy saving work, improve the efficiency of resource and energy utilization, and promote the development of the energy saving and environmental protection industry, the Beijing Municipal Development and Reform Commission is promoting the implementation of energy saving technological transformation projects across the city. Projects that carry out energy saving technological transformations on existing production processes and equipment in fields such as industry, transportation, construction, and service sectors within the city, and can generate a certain amount of energy savings, will be rewarded.
After the energy saving amount is verified and approved by a third-party institution, the reward standards are: for industrial projects, a reward of 600 yuan for every 1 ton of standard coal/year of energy saving achieved; for non-industrial projects, a reward of 800 yuan for every 1 ton of standard coal/year of energy saving achieved. At the same time, the Beijing Development and Reform Commission has improved the convenience of enterprise applications, boosted the enthusiasm of energy-using units to carry out energy saving retrofits, increased project reserves, accelerated fund disbursement, and actively leveraged the driving role of fiscal funds by conducting joint district reviews, implementing online audits, and organizing "cloud training sessions".
It is understood that, following review and verification, the Beijing Municipal Development and Reform Commission has released multiple batches of projects for the 2021 energy-saving reward funds for energy-saving technological transformation projects in Beijing. The project scope includes, but is not limited to, data center retrofits, comprehensive energy saving in public buildings, heating system energy saving, waste heat and pressure recovery, energy system optimization, motor system energy saving, on-site new energy and renewable energy utilization, and other energy-saving technological transformation projects. Among them, some LED lighting retrofit projects have also received rewards, as shown in the examples below:

Beijing Forestry University LED Lighting Intelligent Technology Upgrade Project
The project involves retrofitting luminaires and intelligent control systems, classified as a large-scale public building comprehensive energy saving (lighting) retrofit project. The project is located on Qinghua East Road, Haidian District.
The specific retrofit involves replacing 18,801 sets of traditional luminaires in some teaching and office buildings on campus with 18,128 sets of LED energy-saving luminaires, and upgrading the lighting control system to achieve intelligent control and on-demand energy use, thereby achieving energy saving effects. Through this energy-saving technical transformation, the project can achieve an annual energy saving of 667 tons of standard coal.
Beijing Yizhuang Real Estate Co., Ltd. Lighting and Heating System Energy Saving Technology Renovation Project
The project involves retrofitting underground parking lot luminaires and the heat exchange station heating system, constituting a large-scale public building comprehensive energy saving renovation project. The project is located in the Economic and Technological Development Zone at Jinghai 7th Road, Disheng North Street, Liangshuihe 2nd Street, Taihe 1st Street, Jinghai 4th Road, Jingyuan North Street, Kechuang 10th Street, Kechuang 11th Street, Kangding Street, etc.
The specific retrofit involves replacing the original 15,722 traditional luminaires in the underground garage with LED microwave sensor lights, achieving on-demand lighting where lights brighten upon vehicle/pedestrian detection and dim when they leave. At the Yongkang Apartment heat exchange station, variable frequency drives were added to the heating circulation pumps, some pipeline valves were replaced with electric valves, and a smart control system was installed to automatically adjust valve openings. This enables variable flow operation of the heating circulation pumps and on-demand heat supply, reducing energy consumption. Through these energy-saving technical upgrades, the project achieves an annual energy saving of 550 tons of standard coal.
Beijing MTR Corporation Daxing Line LED Lighting Retrofit Project
The project involves lighting retrofit for the Daxing Line of the subway, which belongs to energy saving retrofit of transportation infrastructure lighting systems. The project locations include Xingong Station, Xihongmen Station, Gaomidian North Station, Gaomidian South Station, Zaoyuan Station, Qingyuan Road Station, Huangcun West Street Station, Huangcun Railway Station, Yihe Zhuang Station, Biological Medicine Base Station, and Tiangongyuan Station on the Daxing Line.
具体改造内容为将11座车站公共区域、通道出入口、配套管理区、综控室、公告栏、卫生间等区域照明灯具更换为LED灯具,共更换27500盏灯具。该节能技改项目可实现年节能量615吨标准煤。
