To alleviate electricity pressure, Guangzhou and Shenzhen suspended National Day light shows, and many areas turned off landscape lighting or shortened lighting hours.

To ensure a stable power supply order and safe grid operation, many regions across the country have adopted multiple measures to alleviate electricity supply pressures.

Guangzhou

The Guangzhou Municipal Housing and Urban-Rural Development Bureau mentioned that on September 26, the Guangdong Provincial Energy Administration and China Southern Power Grid Guangdong Power Grid jointly issued the "Initiative for Orderly and Economical Electricity Use to All Power Users in the Province," advocating orderly and economical electricity use by all units across the province. In light of the current status of landscape lighting facilities in Guangzhou, the lighting schedule for landscape lighting facilities has been optimized: energy-saving measures are implemented for nightscape / landscape lighting, including "lights off on weekdays, lights on during weekends and holidays, no light shows scheduled," while the operating hours for daily functional lighting remain unchanged. Landscape lighting facilities will not be lit from Monday to Thursday and on Sundays. On Fridays and Saturdays, the lighting duration will be shortened and the lighting scope reduced.

In terms of scheduling, landscape lighting facilities are turned off one hour in advance. During spring and summer (April 1 to September 30), the operating hours are 19:30 to 21:30 daily. During autumn and winter (October 1 to March 31 of the following year), the operating hours are 19:00 to 21:30 daily.

In terms of scope arrangement, the optimized lighting coverage includes 24 buildings along Jiangyan Road, the Pazhou West District building complex, the Zhujiang New Town CBD cluster (including Huacheng Square and Haixinsha), the Ten Bridges over the Pearl River, 700 buildings along the waterfront and a 20 km shoreline, Haizhu Square, Shamian, etc. Lighting will be activated in static mode or with animated displays as appropriate.

In addition, no light shows will be scheduled during the National Day holiday. During major city events, lighting will be activated for promotional purposes as required. Owners of buildings in all districts, including Canton Tower and CITIC Plaza, as well as enterprises that have built and manage their own landscape lighting facilities, shall comply with the above requirements. If higher-level authorities issue additional regulations, those requirements shall be followed.

Prior to this, according to a report by the "First Scene" program of Shenzhen Media Group's Urban Channel, in response to the initiative of the Guangdong Provincial Energy Bureau and Guangdong Power Grid, the Shenzhen Lighting Environment Management Center clearly stated that large-scale light shows would be suspended during the National Day holiday.

Shenzhen

Xu Haiwen, head of the Landscape Department at the Shenzhen Lighting Environment Management Center, stated that while light shows do not consume much electricity, large-scale displays of nighttime lighting are relatively energy-intensive. During the National Day holiday, to create a festive atmosphere, the nighttime lighting was illuminated daily; however, the operating hours were adjusted from 6:30 PM to 9:30 PM to 7:00 PM to 9:30 PM, saving half an hour. Citywide data indicates that this adjustment saved 23,000 kWh of electricity.

In addition, apart from holidays, daily landscape and street light illumination will also be appropriately adjusted. Xu Haiwen stated that the lighting for street trees in Shenzhen must be completely turned off. Bridges, which were originally lit every day, are now only lit on Fridays and Saturdays. Since street lights serve functional illumination and cannot be significantly reduced, energy saving measures are limited to street lights with suitable conditions, such as luminaires with dual light sources, by turning off one light source during the latter half of the night.

Anhui

According to information released by the Anhui Provincial Energy Bureau, the situation for coal and electricity supply guarantee is extremely severe due to adverse factors such as insufficient coal supply capacity, persistently high thermal coal prices, and declining external power support.

The Anhui Provincial Energy Administration recently announced that it has taken multiple measures to ensure the safety of power supply during the National Day holiday. In addition to urging power generation enterprises to ensure stable and full-capacity power generation, and urging coal enterprises to make every effort to increase the supply of thermal coal, it requires all cities to prioritize people's livelihood and key areas as the baseline, prioritize arranging for high-energy-consuming and high-emission enterprises to avoid peak hours and yield electricity, minimize the impact on economic and social development, and proactively shut down landscape lighting and illumination projects.

Kunshan, Jiangsu

On September 26, the Energy Saving Office of Kunshan City, Jiangsu Province, issued a notice on strictly controlling energy consumption.

On the evening of the 27th, all landscape lighting at Kunshan Citizens' Cultural Square was turned off. Without affecting citizens' activities, minimize the use of the main lighting equipment in the center of the square.

Fujian

To ensure stable power supply order and safe grid operation, in accordance with the 2021 Fujian Power Grid Ordered Power Consumption Plan, Fujian will implement phased ordered power consumption starting from September 28, making every effort to safeguard people's livelihood, epidemic prevention and control, development, and safety.

This orderly power consumption initiative will follow three principles:

1. "Magnitude of shortfall and peak shifting": Comprehensively consider factors such as provincial grid load and user electricity consumption to reasonably arrange resources for bridging the power and energy gap while maintaining appropriate margins for orderly power consumption, ensuring supply-demand balance and safe, stable grid operation, thereby maximizing the utility of limited power resources.

2. "Guaranteed supply with limits, minimizing impact": When implementing orderly power consumption measures, adopt measures such as load shifting and peak avoidance instead of cutting off power, to ensure normal electricity use for residents and other important power users. Priority restrictions are placed on high-energy-consuming industrial sectors and landscape lighting to reduce the impact of orderly power consumption on economic development.

3. "Hierarchical control, local responsibility": Electricity or energy consumption control targets are assigned hierarchically across three administrative levels—province, prefecture-level city, and county (city). Each level manages the power supply–demand balance within its jurisdiction to ensure that orderly electricity use responsibilities and measures are fully implemented.

Heilongjiang

1. Qitaihe City

To alleviate electricity supply pressure and ensure the continuous, safe, and stable operation of the power grid, Qitaihe City in Heilongjiang Province has adjusted its road lighting and landscape illumination.

Regarding urban lighting, the appeal states: "Strengthen energy saving management for urban lighting, strictly control non-production and non-operational electricity consumption such as nightscape / landscape lighting, illumination projects, neon lights, and advertising lighting across the city, moderately reduce operating hours and luminance, and avoid waste of electrical resources."

2. Jiamusi City

In accordance with the "Urgent Notice on Doing a Good Job in Orderly Power Consumption" issued by the General Office of the Jiamusi Municipal People's Government, our city has initiated orderly power consumption measures. Currently, street lights only retain their lighting function and will be turned off at 22:30; all exterior facade lighting of buildings is completely shut down; street light lighting and landscape lighting in parks and squares are all completely shut down.
