The 9th Member Representative Congress of the China Association of Lighting Industry (CALI) and the First Meeting of the 9th Council were successfully held

On September 16, 2021, the "9th Member Representative Congress of the China Association of Lighting Industry and the First Meeting of the 9th Council" was held in Xiaolan Town, Zhongshan City, Guangdong Province. Zhang Chonghe, member of the Internal and Judicial Affairs Committee of the 12th National People's Congress, former Deputy Director of the Central Institutional Organization Commission, Party Secretary and President of the China National Light Industry Council; He Ye, Vice President of the China National Light Industry Council; Yang Shuguang, Director of the Party Building and Personnel Department of the China National Light Industry Council; Chen Yansheng, Chairman of the 8th Council of CALI; Liu Shengping, Executive Chairman; Ni Qiang, Chairman of Hengdian Group Debang Lighting Co., Ltd.; Wang Micheng, President of Hangzhou Hongyan Electric Appliance Co., Ltd.; Guan Yong, General Manager of Zhejiang Sunshine Lighting Electrical Appliance Group Co., Ltd.; Su Yaokang, General Manager of Shanghai Yaming Lighting Co., Ltd.; Zhang Linfu, Chairman of Hangzhou Yuzhong Gaohong Lighting Electrical Appliance Co., Ltd.; Ruan Zhili, Mayor of Guzhen Town, Zhongshan City (all serving as Vice Chairmen of the 8th Council of CALI); and Wang Haibo, Supervisor General of the 8th Council of CALI and Professor-level Senior Engineer at the Electric Light Source Research Institute of Nanjing Tech University, among other leaders and guests, attended the conference and sat on the rostrum. More than 200 representatives from electric light source manufacturing enterprises, luminaire and decorative lighting manufacturing enterprises, lighting accessories manufacturing enterprises, electrical accessories manufacturing enterprises, lighting material enterprises, scientific research institutes, research institutions, and large-scale lighting markets across the country participated in this conference. Some member representatives also attended the conference online. The conference was presided over by Executive Chairman Liu Shengping.

Zhang Chonghe, Party Secretary and President of the China National Light Industry Council

中国轻工业联合会党委书记、会长张崇和发表重要讲话，他对大会的顺利召开表示热烈祝贺。他指出照明电器行业是我国轻工业的重要组成部分，照明产品是人民生产生活的必需品，在服务国家建设、助力节能减排、改善生活质量等各个方面都发挥了重要的作用。近年来，照明电器行业顺利完成了从传统照明向LED照明的转型升级，全行业保持了平稳的发展态势。2020年，照明电器生产企业2万余家，全行业销售额近6000亿元，产品出口到200余个国家和地区，出口额523亿美元，为国民经济发展和满足人民美好生活做出了重要贡献。

President Zhang Chonghe fully affirmed the work and achievements of the 8th Council of CALI. He stated that over the past five years, under the leadership of Comrade Chen Yansheng, the 8th Council of the China Association of Lighting Industry (中国照明电器协会) actively promoted the steady and healthy development of the lighting industry, achieving outstanding results. First, it secured government support and safeguarded industry interests. Second, it built exchange platforms to facilitate industry communication. Third, it emphasized industry research to support industrial upgrading. Fourth, it strengthened standard leadership and provided standard support. Fifth, it united industry forces to fulfill social responsibilities. He also put forward requirements for the future work of CALI, hoping that the association will always adhere to Party-building guidance and serve industry development; uphold a people-oriented approach to meet people's needs for a better life; promote cross-sector integration to drive high-quality development; foster technological innovation to guide the industry toward steady and long-term progress; and persist in self-reliance and self-improvement to build a first-class association. He expressed his hope that comrades in CALI and the industry will take Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era as their guide, remain true to their original aspiration, strive hard, and make new and greater contributions to the prosperous development of China's lighting electrical industry.

Chen Yansheng, Chairman of the 8th Council of the China Lighting Association

Chen Yansheng, Chairman of the 8th Council of CALI, delivered the "Work Report of the 8th Council of China Association of Lighting Industry". The report reviewed the main work and achievements of the association during the term of the 8th Council and outlined the overall plan for the next five years. He pointed out that over the past five years, the council united and led enterprises in the national lighting industry, aiming to serve the industry, government, and enterprises, and guide the healthy development of the sector. It actively responded to complex and changing domestic and international situations, focusing on promoting new progress in high-quality development, industrial planning, pandemic prevention and disaster relief, technical exchanges, brand building, industrial cluster development, industry standardization, multilateral cooperation, and party-building guidance. All tasks advanced in an orderly manner, industry development met expectations, laying a solid foundation for a good start to the "14th Five-Year Plan". Facing the global COVID-19 pandemic, the lighting industry demonstrated initiative, proactivity, and creativity, completing the transition from resuming production to full capacity in the shortest time, rapidly restoring various economic activities. The industry's development situation was significantly better than expected, playing an important role in China's economic construction.

Chairman Chen Yansheng put forward seven outlooks for the work of the ninth council: 1. Continue to provide services that promote industry development; 2. Actively promote product innovation and application promotion in smart lighting; 3. Scientifically carry out R&D and market cultivation for healthy lighting; 4. Orderly implement vocational skills training and evaluation in the lighting industry; 5. Explore green development mechanisms for the lighting industry; 6. Further improve the internal governance capabilities and standards of the association.

At the meeting, Yang Shuguang, Director of the Party Building and Personnel Department of the China National Light Industry Council, announced the "Notice on the Candidates for Leadership Members of the 9th Council and Supervisory Board of the China Association of Lighting Industry (CALI)". The meeting elected the directors, executive directors, persons in charge, and supervisors of the 9th Council of the China Association of Lighting Industry (CALI) by secret ballot.

Voting and Election for the Change of Term of the Council of the China Lighting Association

Following the election, He Ye was elected Chairman of the 9th Council of China Association of Lighting Industry（中国照明电器协会）, Liu Shengping as Executive Chairman; Wang You, Wang Micheng, Lü Bojun, Xu Bin, Sun Qinghuan, Li Mingqi, Wu Chengzong, He Wenjian, Zhang Linfu, Lin Yan, Lin Mingfeng, Zhou Xiaoping, Yao Mengming, Ni Qiang, Ling Weihu, Tang Zhongming, and Lei Zihe as Vice Chairmen; Ruan Zhili and Lu Wei as Special Invited Vice Chairmen; Xing Heping as Chief Supervisor; Wang Zhuo as Secretary-General; with 48 Standing Council Members and 146 Council Members. Upon nomination by the Secretary-General, Wen Qidong was appointed Deputy Secretary-General of the 9th Council of CALI.

He Ye, Vice President of the China National Light Industry Council and Chairman of the 9th Council of the China Lighting Association

He Ye, Chairman of the 9th Council of the China Lighting Association (CLA), delivered his inaugural address. He expressed gratitude for the trust of the higher-level Party committee and the support of all council members and the entire membership. He pledged to live up to expectations, fulfill his mission, and discharge his duties responsibly. Building on the solid foundation laid by the previous council, he will rely on all member enterprises to contribute new strength to promoting industry development together. Chairman He Ye highly praised Comrade Chen Yansheng, Chairman of the 8th CLA Council, for his achievements over 27 years of service at the CLA, and expressed sincere thanks and heartfelt respect for Mr. Chen’s longstanding contributions to the industry.

Chairman He Ye expressed full agreement with the suggestions for the next term's council work presented in Chairman Chen Yansheng's council work report, and put forward four points: first, to achieve new accomplishments in promoting innovative development of the industry; second, to adopt new ideas for optimizing the development structure; third, to set new goals for building a new development pattern; and fourth, to implement new measures to enhance the association's governance capabilities.

She pointed out that the new council will be guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, firmly implement the new development philosophy, and, in accordance with President Zhang Chonghe's requirements, strengthen Party-building guidance, innovate work methods, and enhance service capabilities. The goal is to build an industry association that fosters cohesion and self-improvement, earns government trust, serves as a pillar for the Industry, and satisfies enterprises. This will contribute to transforming the lighting electrical appliance Industry into a technology-driven sector, a health-oriented green Industry, an integrated smart Industry, and a lifestyle-enhancing fashion Industry, thereby achieving the leap from a major lighting country to a leading lighting power, making efforts and contributions worthy of the times and the Industry.

After deliberation by the representatives, the Conference approved by acclamation the "Report on Income and Expenditure of Membership Dues of the 8th Council of China Lighting Association", the "Proposal on <中国照协分支机构调整>", and the "Work Report of the Supervisory Board of the 8th Council of China Lighting Association". The Conference also voted by secret ballot to approve the "Proposal on Amending <中国照协会费收支管理办法>" and the "Amendment Proposal on <中国照协章程>".

At the meeting, Xu Bin, Vice Chairman of the 9th Council of the China Association of Lighting Industry (CALI) and General Manager of the Road Lighting Division of OPPLE Lighting Co., Ltd., on behalf of the newly elected leadership team of the 9th Council, read aloud the "Letter of Thanks to the Former Leaders of the 8th Council of the China Association of Lighting Industry," expressing gratitude for their work in technological innovation, quality improvement, transformation and upgrading, market expansion, and brand building. He highly affirmed the positive guidance provided by the former leaders to the high-quality development of China's lighting appliance industry. He extended his sincerest thanks and highest respect to the former leaders who have long been engaged in the association's work and to the entrepreneurs who have supported the association.

The 9th Council of the China Lighting Association will deeply comprehend the important spirit of General Secretary Xi Jinping's speech at the Conference celebrating the 100th anniversary of the founding of the Communist Party of China. In accordance with the requirements of the national "14th Five-Year Plan", it will firmly implement the people-centered development philosophy of the CPC Central Committee. Under the leadership of the Ministry of Civil Affairs, the State-owned Assets Supervision and Administration Commission of the State Council, and the China National Light Industry Council, it will seek truth from facts, take all factors into consideration, and fully promote the high-quality development of the lighting industry. It aims to contribute to meeting the people's desire for a better life and strive forward for the realization of the second centenary goal of the great rejuvenation of the Chinese nation!
