On September 16, 2021, the "9th Member Representative Congress and the 1st Council Meeting of the 9th Term of the China Association of Lighting Industry" was held in Xiaolan Town, Zhongshan City, Guangdong Province. More than 200 representatives from electric light source manufacturing enterprises, luminaire and decorative lighting manufacturing enterprises, lamp accessory manufacturing enterprises, electrical accessory manufacturing enterprises, lighting material enterprises, research institutes, research organizations, large lighting markets and other units participated in this conference, and some member representatives attended the conference online. He pointed out that the lighting electrical industry is an important part of China's light industry, and lighting products are necessities for people's production and life, playing an important role in serving national construction, aiding energy saving and emission reduction, and improving quality of life. In recent years, the lighting electrical industry has successfully completed the transformation and upgrading from traditional lighting to LED lighting, and the entire industry has maintained a stable development trend. In 2020, there were more than 20,000 lighting electrical product manufacturing enterprises, with total industry sales nearing 600 billion yuan, products exported to more than 200 countries and regions, and export value reaching 52.3 billion US dollars, making significant contributions to national economic development and meeting people's desire for a better life.

President Zhang Chonghe fully affirmed the work and achievements of the 8th Council of CALI. He stated that over the past five years, under the leadership of Comrade Chen Yansheng, the 8th Council of China Association of Lighting Industry (中国照明电器协会) actively promoted the steady and healthy development of the lighting industry, achieving outstanding results. First, it strove for government support to safeguard industry interests. Second, it built exchange platforms to promote industry communication. Third, it focused on industry research to assist industrial upgrading. Fourth, it strengthened standard guidance to provide standard support. Fifth, it gathered industry strength to fulfill social responsibilities. He also put forward requirements for the future work of CALI, hoping that the association will always adhere to Party building guidance and serve industry development; uphold a people-oriented approach to meet people's needs for a better life; promote cross-border integration to drive high-quality development; promote technological innovation to lead the industry towards steady and long-term progress; and persist in self-reliance and self-improvement to build a first-class association. He hoped that comrades in CALI and the industry would take Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era as their guide, remain true to their original aspiration, strive hard, and make new and greater contributions to the prosperous development of China's lighting appliance industry

Chen Yansheng, Chairman of the 8th Council of CALI, presented the "Work Report of the 8th Council of China Association of Lighting Industry". The report reviewed the main work and achievements of the association during the term of the 8th Council and made overall arrangements for the association's work in the next five years. He pointed out that over the past five years, the Council united and led enterprises in the national lighting appliance industry, aiming to serve the industry, the government, and enterprises, and to guide the healthy development of the industry. It actively responded to the complex and changing domestic and international situations, focusing on promoting new progress in high-quality development, industrial planning, epidemic prevention and disaster relief, technical exchange, brand building, industrial cluster construction, industry standardization, multilateral cooperation, and Party building guidance. All tasks were advanced in an orderly manner, and industry development met expectations, laying a solid foundation for a good start to the "14th Five-Year Plan". Facing the global COVID-19 pandemic, the lighting appliance industry demonstrated initiative, proactivity, and creativity, completing the transition from resumption of production to full capacity in the shortest time, rapidly restoring various economic activities in the industry. The industry's development situation was significantly better than expected, playing an important role in China's economic construction.

Chairman Chen Yansheng proposed seven outlooks for the work of the 9th Council: First, continue to provide services to promote industrial development; Second, actively promote product innovation and application promotion in smart lighting; Third, scientifically carry out technical research and market cultivation in healthy lighting; Fourth, orderly implement vocational skills training and evaluation in the lighting industry; Fifth, explore mechanisms for green development in the lighting industry; Sixth, further improve the internal governance capability and level of the association.

At the meeting, Yang Shuguang, Director of the Party Building and Personnel Department of the China National Light Industry Council, announced the "Notice on the Candidates for Leadership Members of the 9th Council and Supervisory Board of China Association of Lighting Industry". The meeting elected the directors, executive directors, persons in charge, and supervisors of the 9th Council of China Association of Lighting Industry by secret ballot.

Voting Election for the Change of Term of the CALI Council

Through election, He Ye was elected as the Chairman of the 9th Council of China Association of Lighting Industry (CALI), Liu Shengping as Vice Chairman, Wang You, Wang Micheng, Lü Bojun, Xu Bin, Sun Qinghuan, Li Mingqi, Wu Chengzong, He Wenjian, Zhang Linfu, Lin Yan, Lin Mingfeng, Zhou Xiaoping, Yao Mengming, Ni Qiang, Ling Weihu, Tang Zhongming, and Lei Zihe as Vice Chairmen, Ruan Zhili and Lu Wei as Special Invited Vice Chairmen, Xing Heping as Supervisor, Wang Zhuo as Secretary-General, with 48 Executive Directors and 146 Council Members. Upon nomination by the Secretary-General, Wen Qidong was appointed as Deputy Secretary-General of the 9th Council of CALI.

He Ye, Chairman of the 9th Council of CALI, delivered an inaugural address. She expressed gratitude for the trust of the higher-level Party Committee and the support of all council members and the entire membership. She stated that she would live up to the trust, fulfill her mission, and perform her duties diligently. Building on the solid foundation laid by the previous council, she will rely on all member enterprises to contribute new strength to promoting industry development together. Chairman He Ye highly praised Comrade Chen Yansheng, the former Chairman of the 8th Council of CALI, for his achievements over 27 years at CALI, and expressed sincere thanks and respect for his contributions to the industry over the years.

Chairman He Ye expressed full agreement with the suggestions for the next term's council work proposed in Chairman Chen Yansheng's council work report, and put forward four opinions: first, to make new achievements in promoting innovative development of the industry; second, to have new ideas in optimizing the development structure; third, to set new goals in building a new development pattern; fourth, to take new measures in improving the association's governance capabilities.

She pointed out that the new council will be guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, firmly implement the new development philosophy, and, in accordance with the requirements of President Zhang Chonghe, strengthen Party building guidance, innovate work methods, improve service capabilities, and build an industry association that is cohesive, self-improving, trusted by the government, relied upon by the industry, and satisfactory to enterprises. This aims to transform the lighting electrical industry into a technology-driven industry, a health-oriented green industry, a smart industry with integrated development, and a fashionable industry that beautifies life, achieving the leap from a major lighting country to a strong lighting power, making efforts and contributions worthy of the times and the industry.

After deliberation by the representatives, the Conference approved by applause the "Report on Income and Expenditure of Council Dues of the 8th Council of the China Lighting Association", the "Motion on <中国照协分支机构调整>", and the "Work Report of the Supervisory Board of the 8th Council of the China Lighting Association". The Conference also voted by secret ballot to approve the "Motion on Amending <中国照协会费收支管理办法>" and the "Amendment Motion on <中国照协章程>".
