(1) General Installation Requirements for Classroom Eye-Protection Lamps
1. The existing luminaires in the classrooms shall be removed by the winning bidder. No existing luminaires are present at No. 19 Middle School (Junior High Division) and Railway No. 1 Middle School (Senior High Division).
2. The actual area of each classroom may slightly differ from the data in the table above, and ceiling heights vary across classrooms. The supplier shall assign qualified professionals to adjust the actual number of luminaires installed in each classroom based on on-site conditions. If the tendered quantity exceeds the actual installed quantity, settlement shall be based on the actual installed quantity. If the tendered quantity is less than the actual required quantity, the purchaser may balance the discrepancy by reducing the number of classrooms equipped or by increasing the procurement quantity.
3. All luminaires shall be powered from within the classroom. Wiring shall use the pre-installed cables in the classroom or be laid by the supplier (with cover plates added); the purchaser will not pay any additional fees for this.
4. During installation, for safety, practicality, and aesthetics, it may be necessary to adjust the positions of equipment such as fans, cameras, projectors, and speakers, and to repair walls. Such adjustments shall be made by the supplier with the consent of the user unit, and the purchaser will not pay any additional fees.
5. If classes are scheduled in the classroom the day after construction, ensure thorough cleaning and restoration.
6. The minimum suspension height of the luminaire above the desk surface is 1.7 m. Non-recessed luminaires shall be installed using rigid suspension rods, which must be perpendicular to the luminaire face and must not be tilted. Luminaires shall be arranged with their longitudinal axis perpendicular to the blackboard area; they shall be installed symmetrically, with their transverse (longitudinal) center axes aligned on the same straight line, and the deviation shall not exceed 20 mm.
7. Luminaires installed with suspension rods shall be fixed using expansion bolts of no less than 6 mm in diameter, and the load-bearing capacity of the embedded parts shall be no less than 10 times the weight of the luminaire.
8. The luminaire and its accessories shall be fully installed, free from defects such as damage, deformation, coating peeling, and lampshade cracking; the luminaire wiring shall be secure with good contact; the switch panel and junction box housing shall be completely installed without damage or deformation, with all parts present; in surface-mounted wall wiring, the conduit diameter shall match the junction box aperture, and the connection between the conduit and the junction box shall be tight.
(2) Technical Parameter Requirements for Eye-Care Lamps
Note: The panel lights referred to in this article are also known as classroom lights, i.e., eye-care luminaires installed on the ceiling. The blackboard lights referred to in this article are eye-care luminaires installed above the blackboard.
1. Blackboard lights and panel lights are both 3C certified
Evaluation basis: Original scanned copies of 3C certificates provided in the bid documents shall be submitted as supporting evidence.
2. Both blackboard lights and panel lights have obtained the China Energy Saving Product Certification.
Evaluation basis: Original scanned copies of energy saving certification certificates provided in the bid documents shall be submitted as supporting evidence.
3. Blackboard lights, panel lights: Blue light test result is RG0
Evaluation basis: Provide scanned copies of CQC certificates or original scanned copies of test reports bearing the CMA and CNAS marks in the tender documents as supporting evidence.
4. Blackboard lights, Panel light: Flicker test results show no significant impact or hazard.
Evaluation basis: Provide scanned copies of CQC certificates or original scanned copies of test reports bearing the CMA and CNAS marks in the bid documents as supporting evidence.
5. Blackboard lights and panel lights comply with GB/T 20145-2006 Photobiological safety of lamps and lamp systems; test results are all: Risk Group 0 (Exempt).
Evaluation basis: Provide scanned copies of the original test reports bearing CMA and CNAS marks in the bid documents as supporting evidence. Originals will be verified on-site.
6. Blackboard lights and panel lights comply with the CQC3155-2016 Technical Specification for Energy Saving Certification of Lighting Products in Primary and Secondary Schools and Kindergarten Classrooms: after 6000 hours of operation, lumen maintenance is not less than 93%, i.e., lumen maintenance at 6000h ≥ 93%.
Evaluation basis: Provide scanned copies of CQC certificates or original scanned copies of test reports bearing CMA and CNAS marks in the bid documents as supporting evidence. Originals will be verified on-site.
7. Blackboard light and Panel light CRI R9 > 50
Evaluation basis: Original scanned copies of test reports bearing CMA and CNAS marks provided in the tender documents shall be submitted as supporting evidence.
8. The ingress protection (IP rating) of the enclosures for blackboard lights and panel lights is ≥ IP20
Evaluation basis: Original scanned copies of relevant certificates or test reports issued by third-party testing institutions provided in the bid documents shall be submitted as supporting evidence.
9. Blackboard lights and panel lights both use isolated constant current driver power supplies.
Evaluation basis: Technical specification compliance/deviation table in the tender documents.
10. The maintained average illuminance on classroom desks shall be ≥300 lx
11. Uniformity of illuminance on classroom desks ≥ 0.8
12. The maintained average illuminance on the classroom blackboard shall be ≥500 lx
13. Uniformity of illuminance on classroom blackboards ≥ 0.85;
14. Unified glare rating (UGR) in classrooms ≤ 19
15. Current value of classroom lighting power density (LPD) ≤ 7 W/m²
16. 5500 K ≥ Classroom Correlated color temperature (CCT) ≥ 3300 K
17. Classroom Color Rendering Index (CRI) Ra ≥ 90
Basis for evaluating items 10–17: Original scanned copies of on-site classroom test reports provided in the bid documents shall be submitted as supporting evidence. The testing basis includes: GB/T 5700-2008 Lighting Measurement Methods. The test report must bear CMA and CNAS marks, and the original test report will be verified on site. All the above test indicators must be reflected in the same test report.
18. The luminaire power supply is easy to install and maintain, and the main body materials of the luminaire are sturdy and durable; Evaluation basis: Technical specification compliance/deviation table in the tender documents.
Note: 1. The above technical specifications may be subject to random sampling and testing by a third-party institution. If the sampling results do not meet the aforementioned tender requirements, the acceptance shall be deemed unqualified.
2. The above test reports or related supporting materials must reflect the national standards consistent with the evaluation criteria.
