"Operational Procedures for the Renovation and Upgrade of Classroom Lighting in Compulsory Education Schools in Jiangsu Province" Released
Recently, the Jiangsu Provincial Department of Education, the Jiangsu Provincial Health Commission, and the Jiangsu Provincial Administration for Market Regulation jointly issued the "Operating Procedures for the Renovation and Upgrade of Classroom Lighting Projects in Compulsory Education Schools in Jiangsu Province".

The notice points out that, to ensure the orderly advancement and quality of the renovation and upgrade of classroom lighting projects in compulsory education schools in Jiangsu Province, and in accordance with the task requirements of the "Renovation and Upgrade of Classroom Lighting in 800 Compulsory Education Schools" project under the 2021 "Notice of the General Office of the Provincial People's Government on Issuing 52 Livelihood Practical Matters in 15 Categories of the Provincial People's Government" (Su Zheng Chuan Fa [2020] No. 41), the Provincial Department of Education, together with relevant departments including the Provincial Health Commission and the Provincial Administration for Market Regulation, jointly studied and formulated the "Operational Procedures for the Renovation and Upgrade Project of Classroom Lighting in Compulsory Education Schools in Jiangsu Province," which is hereby published. All localities are requested to earnestly implement it.

It is reported that in recent years, cities such as Nanjing and Suzhou have gained pioneering experience in improving classroom lighting. To extend these local experiences across the province and ensure that more children and adolescents enjoy a good visual environment, the Provincial Department of Education previously submitted a proposed livelihood project for improving classroom lighting in compulsory education schools, in accordance with the relevant requirements for compiling the provincial government's livelihood practical matters for 2021.
These operating procedures apply to classrooms in compulsory education schools, including newly built, expanded, or renovated compulsory education schools. High schools, kindergartens, secondary specialized schools, and technical schools may refer to them for implementation. The content includes reference standards for classroom lighting products and quality, recommended key technical indicators, project initiation and review, bidding and procurement, construction management, and quality control.


For example, the operating procedures stipulate that classroom lighting products and quality shall meet the following main technical indicators:


Regarding quality supervision during the construction phase, relevant requirements for third-party spot checks are specified. It is stated that the purchaser shall commission compliant testing agencies to conduct on-site spot checks, and the proportion of classrooms tested on-site shall not be less than 3%-5% of the total number of classrooms in the project. The spot checks should take into account different schools within the same project, as well as different types of classrooms within the same school.
