China Association of Lighting Industry (CALI) Participates in the Second RCEP Online Special Training Course
为贯彻落实国务院常务会议关于加大《区域全面经济伙伴关系协定》（RCEP）实施培训力度的重要工作部署，商务部于3月22-23日举办RCEP第二次线上专题培训班。培训班聚焦RCEP对产业的影响，注重如何利用协定的实际操作，帮助地方和企业更好地熟悉协定内容和规则，提升管理水平和利用协定的能力，增强参与国际合作与竞争的本领。
The China Association of Lighting Industry (CALI), in response to the development needs of the lighting industry, organized its staff to participate in this training to strengthen their understanding of the RCEP agreement, guide the industry and enterprises to familiarize themselves with the content and rules of the agreement, and enhance management capabilities and the ability to utilize the agreement. After the training, the association's secretariat held in-depth discussions on how to further study the agreement, promote it to enterprises, and effectively leverage RCEP policies to seize new development opportunities, thereby determining the direction for future work.
The training primarily targets enterprises, covering all provinces, autonomous regions, municipalities directly under the Central Government, all prefecture-level cities, free trade zones, and national economic and technological development zones across the country. A total of 2,100 branch venues were set up nationwide, with over 60,000 participants, of whom 70% are enterprise representatives.
At the meeting, Comrade Yu Benlin, Director of the International Department of the Ministry of Commerce, provided a comprehensive explanation of the overall situation of RCEP and how enterprises can effectively seize opportunities. Experts from the frontline of the General Administration of Customs explained rules of origin and customs clearance practices. In the following one-and-a-half days of training, Professor Li Daokui, Dean of the Institute of Chinese Economic Thought and Practice at Tsinghua University, will systematically interpret the role and impact of RCEP on China's economic, trade, and investment development. Relevant officials from the Ministry of Agriculture and Rural Affairs and representatives from relevant industry associations will analyze and interpret the opportunities and challenges faced by industries such as agriculture, light industry, textiles, machinery, electronic information, and petrochemicals.
RCEP was initiated by ASEAN in 2012, underwent 8 years and 31 rounds of formal negotiations, and concluded overall in November 2019. On November 15, 2020, RCEP was formally signed under the joint witness of Chinese Premier Li Keqiang and the leaders of the 10 ASEAN countries, Japan, South Korea, Australia, and New Zealand. Currently, all parties are urgently advancing the ratification and entry into force of the agreement.
