Recently, the "Administrative Measures for Multi-functional Comprehensive Poles and Supporting Facilities in Beijing Economic-Technological Development Area (Trial) (Draft for Comments)" was released for public consultation.
To implement the Beijing Municipal Committee's requirements for building a benchmark city for the digital economy, and to better serve the development of the digital economy and smart city construction, the Beijing Economic-Technological Development Area (hereinafter referred to as the "Development Zone") is leveraging multi-functional integrated poles to promote the construction of digital infrastructure for urban roads. This initiative aims to further improve urban management efficiency and the precision and intelligence level of public services, making multi-functional integrated poles an important component of the foundation for the Development Zone's digital economy, enhancing the quality of the business environment for the digital economy, and exploring working mechanisms and supporting policies that match the development of the digital economy.
To standardize the management of multi-functional integrated poles and supporting facilities in the Economic-Technological Development Area, in accordance with the work requirements of the "Beijing Action Outline for Promoting Innovative Development of the Digital Economy (2020-2022)" regarding accelerating the construction of scientific and technological innovation capabilities in the "Three Cities and One District" and strengthening the layout of cloud-edge-end data intelligence infrastructure, and based on Beijing's "Guidelines for Integrating Multiple Poles on Urban Roads" and "Requirements for the Standardization, Simplification, and Beautification of Power Box Settings on Urban Roads", combined with the actual conditions of the Economic-Technological Development Area, these measures are formulated.
This measure applies to the planning, investment, construction, operation, management, and other related matters of multi-functional integrated poles for existing roads, new roads, and reconstructed or expanded roads within the Yizhuang New Town area.
The term "multi-functional integrated pole" referred to in these Measures means a composite public infrastructure that can mount more than two types of devices, integrating road lighting, traffic signs, traffic signal lights, video surveillance, communication base stations, pedestrian guidance signs, ecological environment monitoring, meteorological monitoring, emergency management, emergency assistance, information interaction, public services, and other equipment involved in smart cities.
Construction and Management of Multi-functional Integrated Poles in the Economic Development Zone
The construction and management of multifunctional integrated poles in the Economic Development Zone shall follow these principles:
(1) Government-led, unified planning. The urban construction department of the Management Committee shall comprehensively prepare special plans for multi-functional integrated poles, based on the development of the digital economy and smart city construction in the Economic and Technological Development Zone, fully taking into account urban operation assurance and public service functions, and organizing construction in accordance with standards and specifications for multi-functional integrated poles.
(2) Market-oriented operation and orderly development. Actively explore the industrialization and marketization of multi-functional integrated pole operations. At the same time, strengthen government regulatory roles to ensure that market-oriented operations are orderly, standardized, and sustainable. Under the premise of fully ensuring government public management and services, the investment, construction, and operation entities for multi-functional integrated poles determined by the Management Committee (hereinafter referred to as "construction and operation entities") shall be responsible for the renovation of various existing pole towers on roads already built, newly built, or expanded/reconstructed in the Economic Development Zone, as well as the investment and construction of multi-functional integrated poles, and shall be responsible for the unified operation and maintenance of multi-functional integrated poles and supporting facilities.
(3) Ensure safety and share resources. On the premise of ensuring safety and reliability, and safeguarding state secrets, trade secrets, and personal privacy, integrate multi-function pole data and information according to the needs of the development of the digital economy and smart city construction in the Economic and Technological Development Zone, to achieve resource sharing and lawful, effective use.
Investment and Construction
Government-funded construction:
Multi-functional integrated poles and some mounted equipment are constructed as fixed asset investments using budget funds, with the government as the investing entity. For multi-functional integrated poles, the pole bodies and mounted equipment funded by government investment, as well as mounted equipment acquired through government purchase of services, shall have their data information collected, stored, managed, and used by relevant government departments in accordance with the law, while clearly defining standards for services, fees, and related matters.
Pole body and supporting facilities. The government is responsible for the investment and construction of box-type substations for completed, newly built, renovated, and expanded road engineering projects, as well as underground pipelines and junction wells for newly built, renovated, and expanded roads. Government competent departments organize municipal infrastructure units such as communications, power supply, and pipeline companies to carry out construction in a scientific and reasonable manner, configuring communication pipelines, cable trenches, transformers, distribution boxes, and cable or optical fiber interfaces within ranges conducive to multi-functional integrated pole access, while synchronously reserving standardized interfaces and other construction provisions. The construction and operation entity is responsible for the investment and construction of power cables from box-type substations to integrated poles, communication optical fibers, foundation cages, pole bodies and arms, as well as underground pipelines and junction wells for existing roads in completed, newly built, renovated, and expanded road engineering projects.
Mounted devices. For multifunctional integrated poles renovated or newly built in accordance with the construction requirements of the Economic and Technological Development Zone, the mounted devices shall, in principle, be invested in, constructed, and maintained by the construction and operation entity. For newly added mounted devices on existing multifunctional integrated poles, the construction and operation entity shall, in principle, be responsible for investment and construction based on government needs. If mounted devices are independently procured by relevant departments or units due to work requirements, their maintenance shall be the responsibility of the construction and operation entity.
Social Investment Construction:
Social investment and construction refers to social enterprises, social organizations, etc., acting as the main investors (including but not limited to the construction and operation entities), funding the construction of mounted equipment, and generating economic benefits through data information. Under the premise of meeting government work requirements, the construction and operation entities of multi-functional integrated poles may, after reporting to relevant departments, conduct commercial operations in accordance with the law, including leasing pole positions for multi-functional integrated poles, investing in mounted equipment, and maintenance. Except for government-funded projects, the maintenance of mounted equipment constructed through social investment by enterprises, social organizations, intermediary organizations, etc., shall be the responsibility of the construction and operation entities.
Construction Categories
The construction of multifunctional integrated poles is categorized into three scenarios: existing roads, reconstructed and expanded roads, and newly built roads.
Existing road refers to the retrofitting of pole-type facilities on existing roads, such as road lighting poles, traffic sign poles, traffic signal poles, video surveillance poles, communication base station poles, and public facility indicator poles, into multifunctional integrated poles, along with the upgrading of supporting facilities such as power supply and communications. Road expansion and reconstruction refers to the coordinated planning and retrofitting of various pole facilities on the original road into multifunctional integrated poles during road expansion and reconstruction projects, along with the upgrading of supporting facilities such as power supply and communications. New road refers to the initial installation of multifunctional poles and supporting facilities on newly built roads.
Mounting Device Data
The collection and utilization of data through multi-functional integrated poles shall comply with laws, regulations, and rules, be subject to the guidance and supervision of the government service data management department, and must not illegally disclose state secrets, trade secrets, or personal privacy involved in the data information. Information that violates laws, regulations, rules, or goes against public interest and public order and good customs shall not be published.
The data generated by mounting equipment installed through government procurement or purchased as a service shall be owned by the relevant government departments and incorporated into the unified management of the big data competent authorities. The construction and operation entities shall not privately use, transfer, sell, or illegally disclose the relevant data.
Data generated by mounted equipment from social investment or purchased services shall be managed and used in accordance with the contract between the investor and the construction and operation entity.
