II. Qualification Requirements for Applicants

1. Meet the supplier qualifications stipulated in Article 22 of the Government Procurement Law: (1) Be a legal entity registered within the People's Republic of China with the capacity to independently bear civil liability; (2) Possess good commercial reputation, sound financial accounting systems, and the necessary equipment and professional technical capabilities to fulfill the contract; (3) Have a good record of paying taxes and social security contributions in accordance with the law (provide proof of tax and social security payments for any one month within the last six months); (4) Have no major illegal records in business activities during the three years prior to participating in this government procurement activity (provide a declaration letter stating no major illegal records); (5) In accordance with the provisions of Document Cai Ku [2016] No. 125, bidders must not be listed as dishonest judgment debtors, parties involved in major tax violation cases, or on the list of serious illegal and dishonest behaviors in government procurement; (6) Consortium bids are not accepted for this project; (7) Other conditions prescribed by laws and administrative regulations.

2. Other requirements for bidders: (1) Possess enterprise qualifications of Grade III or above in [Urban and Road lighting] professional contracting issued by the construction administrative department, as well as a valid work safety license; (2) Construction units from outside Jiangxi Province must handle the filing procedures for bidding entry into Jiangxi with the construction administrative department of Jiangxi Province (provide original copies of the filing procedures in the response documents) or register enterprise information on the Enterprise Information Registration Management System for Construction Projects Outside the Province in accordance with Document No. 14 [2017] of the Jiangxi Provincial Construction Office (provide screenshots of the enterprise registration information page in the response documents); (3) Suppliers who have had legal litigation with the purchaser are not eligible to bid.
