Sichuan Hongjia Engineering Project Consulting Management Co., Ltd. (Procurement Agency), commissioned by Meishan Huantian Cultural Communication Co., Ltd. (Purchaser), intends to conduct a domestic public tender for the Meishan Tianfu New Area Smart streetlight Project (Batch 2). Suppliers meeting the tender requirements are hereby invited to participate in the bidding.

5. Brief Introduction to the Bidding Project:
This project primarily focuses on the construction of smart streetlights, with a planned installation of 37,223 sets of road lighting within the Meishan Tianfu New Area. These will be used for main roads, secondary roads, branch roads, and green space walkways in the new area. The road design includes six types of street light models, while eight courtyard-style luminaire designs have been created for green space walkways. The implementation of these smart streetlights will expand urban public spaces, enhance the city's appearance, and provide convenient conditions for future facility additions and integrations (especially 5G base stations), laying the foundation for the ultimate realization of a smart city.
6. Suppliers participating in this procurement activity must meet the following conditions before submitting their tender documents:
(1) Suppliers participating in this project must meet the conditions stipulated in Article 22 of the Government Procurement Law:
1. Possess the ability to independently bear civil liability;
2. Possess good commercial reputation and a sound financial accounting system;
3. Possess the necessary equipment and professional technical capabilities to fulfill the contract;
4. Have a good record of paying taxes and social security funds in accordance with the law;
5. No record of major violations in business activities within the three years prior to participating in this procurement activity;
6. Other conditions prescribed by laws and administrative regulations;

(3) Consortium bids are not accepted for this procurement activity.
7. Suppliers Prohibited from Participating in This Procurement Activity
In accordance with the requirements of the "Notice on Inquiry and Use of Credit Records in Government Procurement Activities" (Cai Ku [2016] No. 125), the purchaser/procurement agency will inquire about the supplier's credit records prior to the date of publication of the procurement announcement through channels such as the "Credit China" website (www.creditchina.gov.cn) and the "China Government Procurement Network" website (www.ccgp.gov.cn), and save webpage screenshots of the credit record results. Suppliers listed in the list of dishonest persons subject to enforcement, the list of parties involved in major tax violation cases, and the list of records of serious illegal and dishonest acts in government procurement will be rejected from registering for the procurement activities of this project.
8. Time and place for obtaining procurement documents:
From February 5, 2021 to February 10, 2021 (9:00-12:00 in the morning and 14:00-17:00 in the afternoon each day, excluding holidays), contact Sichuan Hongjia Engineering Project Consulting Management Co., Ltd. by phone during the registration period to purchase the bidding documents on site. Fee for bidding document materials: RMB 500 per set (the fee for bidding document materials is non-refundable after sale, and bidding qualifications are non-transferable).
Suppliers shall present the following documents when purchasing bidding documents to complete registration and obtain the bidding documents:
(1) Official letter of introduction from the entity;
(2) Valid ID of the handler;
(3) Copy of the enterprise business license;
(4) Qualification certificates, work safety license (if applicable);
Note: Original documents are required for item (1) above. For items (2), (3), and (4), originals will be verified, and copies stamped with the supplier's official seal will be collected. When completing the registration form, suppliers must verify that project and supplier information is accurate. Suppliers shall bear full responsibility for any impact on their bidding eligibility caused by incorrect information.
9. Payment of Bid Security
Bid bond: RMB 800,000 (in words: Eight Hundred Thousand Yuan exactly). Transfer from the bidder's basic account to Sichuan Hongjia Engineering Project Consulting Management Co., Ltd. before 17:00 on February 25, 2021. The time of receipt shall prevail.
