1. Bidding Conditions:
The procurement and installation project for smart streetlight poles in the Wujiaba area of Kunming City (Project Name) has been approved for construction by the Kunming Municipal People's Government (Project Approval, Verification or Filing Authority) via the Official Document Processing Note of the General Office of the Kunming Municipal People's Government (Approval Document Name and Number). The project owner is Kunming Urban Construction Investment and Development Co., Ltd. The construction funds are from self-raised sources (Fund Source), with a project contribution ratio of 100%. The bidding agent is Kunming Chensheng Bidding Co., Ltd. The project meets the bidding conditions, and public bidding is now being conducted for this project.
2. Project Overview and Scope of Tender:
2.1 Tender Content:
The total authorized area of the Wujiaba district is 28.86 square kilometers, with the core area covering 15.87 square kilometers. The boundaries of the Wujiaba core area are: Caiyun North Road to the east, Jiansao River to the west, Caiyun North Road and Guikun Road to the north, and Guangfu Road-Jinyuan Avenue to the south. There are a total of 53 municipal roads in the Wujiaba district, with a total length of approximately 56.8 km. The plan includes the construction of approximately 3,820 smart streetlight poles. Upon completion, these smart streetlight poles will be equipped with intelligent modules such as security surveillance, traffic detection, one-touch alarm, environmental monitoring, weather monitoring, IoT data collection, information display and broadcasting, 5G micro base stations, and LED advertising screens.
2.2 Scope of Tender:
This project is expected to procure 3,820 smart streetlight poles (including the pole body, luminaires, and corresponding sensor预留 interfaces, excluding traffic signals, cameras, traffic signs, sensors, intelligent modules, and platform software).
(1) Deliver the street light poles on time according to the pole appearance, technical parameters, time, and location specified in the tenderer's supply notice. This project adopts a phased procurement and installation approach based on the progress of road construction in each area, with supply and installation carried out in accordance with the requirements of the supply notice provided by the tenderer.
(2) Responsible for the installation and commissioning of smart light poles.
(3) Provide warranty services during the warranty period.

2.8.2 Quality Standards: The products comply with relevant national manufacturing specifications and standards, meet overall performance requirements, and satisfy all requirements specified in the tender documents.
3. Bidder Qualification Requirements:
3.1 Inquiry into the bribery criminal record of the first winning candidate: The tenderer and others may query relevant information through the "China Judgments Online".
3.2 This project shall implement joint disciplinary actions against dishonest judgment debtors in accordance with the "Notice on Implementing Joint Disciplinary Actions Against Dishonest Judgment Debtors in Bidding and Tendering Activities" (Fa [2016] No. 285). The tenderer shall query whether the bidder is a dishonest judgment debtor through the "Credit China" website (www.creditchina.gov.cn) or credit information sharing platforms at various levels, and provide the results to the bid evaluation committee.
Handling methods and bid evaluation criteria for bidders listed as dishonest persons subject to enforcement: Implement the "Detailed Rules for Punishment of Seriously Dishonest Entities in the Field of Public Resource Trading in Kunming" (Kun Zheng Gui [2019] No. 2), the "Notice of Kunming Municipal Government Service Administration on Regulating Objects of Joint Punishment", and the "Notice on the Application of Administrative Penalty Information for Dishonest Conduct in Joint Punishment in the Field of Public Resource Trading" (Kun Zheng Wu Tong [2020] No. 9).
3.3 In accordance with the "Implementation Opinions of the General Office of the People's Government of Yunnan Province on Comprehensively Addressing the Issue of Wage Arrears for Migrant Workers" (Yun Zheng Ban Fa [2016] No. 68), during the bidding process for engineering projects, if the winning bidder has committed serious illegal acts involving wage arrears, their winning bid status shall be revoked. Before issuing the Notice of Award, the tenderer shall uniformly request the local human resources and social security department, via an inquiry letter, to provide relevant record information such as the "Wage Payment Credit Record" of the winning bidder.
3.4 Others: 3.5.1 The bidder shall be an independent enterprise (institution) legal person or other organization registered within the territory of the People's Republic of China and recorded with the administrative management department, possessing a valid business license or institution legal person certificate or other similar statutory credentials, and having corresponding service capabilities in terms of personnel, equipment, funds, etc.
3.5.2 The bidder must hold a Grade I qualification for professional contracting of urban and road lighting projects issued by the construction administrative department, as well as a valid work safety license;
3.5.3 The project manager shall hold a Grade 1 Registered Constructor qualification issued by the construction administrative department (in Municipal Public Works or Mechanical and Electrical Engineering) and a valid Safety Production Assessment Certificate. The project manager must be an on-the-job employee of this entity (provide social security proof materials) and may not be replaced during the construction process without the tenderer's consent.
3.5.4 The products offered by the bidder shall not involve any infringement of intellectual property rights or copyrights. In case of disputes arising from intellectual property or copyright infringement, the bidder shall bear all relevant legal liabilities independently, and the tenderer shall not be held liable. A relevant declaration letter must be provided.
3.5.5 The bidder must provide a brand authorization letter. Only one exclusive authorization is accepted per brand. If the manufacturer participates in the bidding for this project, it may not authorize any Dealer / Distributor to participate. A manufacturer of the same brand may authorize only one Dealer / Distributor to bid for this project and must provide a unique special authorization letter specifically for this project. If multiple Dealers / Distributors are authorized under the same brand, or if both the manufacturer and an authorized Dealer / Distributor participate in the bidding simultaneously, all such bids shall be rejected.
3.5.6 The bidder shall be in good financial standing and provide audited reports and financial statements (including balance sheets, cash flow statements, and income statements) for 2017, 2018, and 2019, audited by a third-party institution [Note: Newly established enterprises with less than three years of operation shall provide documents corresponding to their years of establishment].
3.5.7 Credit Requirements: Since January 1, 2017, the bidder shall not have been blacklisted by the public service platform for construction market supervision at the project location due to contract termination, disputes, controversies, arbitration, or litigation records caused by the bidder's breach of contract or improper performance; the bidder shall have no record of major violations in business activities, shall not be ordered to suspend business, shall not have bidding qualifications suspended or canceled by the administrative department at the project location due to poor corporate conduct records, shall not be in a state of property takeover, freezing, bankruptcy, etc., and shall not be prohibited from market access by the local government or national ministries. The bidder commits that no safety liability accidents have occurred in the past three years.
3.5.8 Consortiums are not accepted for this project.
4. Obtaining Bidding Documents:
4.1 Bidders interested in participating must log in to the Kunming Public Resource Trading Platform Public Service System (URL: http://www.kmggzy.com) between 2021-01-08 16:42 and 2021-01-15 23:59 (Beijing Time, same below) to obtain electronic bidding documents and other tender materials online using an enterprise digital certificate (USBKEY). Enterprises that have not obtained an enterprise digital certificate (USBKEY) must apply for one in accordance with the requirements of the Kunming Public Resource Trading Electronic Certification, and after completing registration on the Kunming Public Resource Trading Platform Public Service System, they can obtain the bidding documents. This is the only way to obtain the bidding documents.
