3. Bidder Qualification Requirements


3.1 This tender requires bidders to hold a Grade III or higher qualification for professional contracting of power transmission and transformation projects, issued by the construction administrative department, and simultaneously obtain a Level IV or higher permit for installation, maintenance, and testing of electrical facilities, issued by the electric power authority. In the past five years, the bidder must have completed at least one power engineering project (similar project description) with a single contract value of RMB 3 million or more, and possess corresponding construction capabilities in terms of personnel, equipment, and funds. Among these, the proposed project manager must hold a Grade II registered constructor qualification in the field of mechanical and electrical engineering, possess a valid safety production assessment certificate (Certificate B), and not be serving as the project manager for any other ongoing construction projects.


3.2 This tender does not accept consortium bids. Consortium bids must meet the following requirements: / .


3.3 Each bidder may bid for / (specific number) of the above lots in this tender project. The tenderer will select the winning bidder according to the following principles:


The tenderer shall select the winning bidder on a merit basis for each bid section.

□ In accordance with the order of bid lots, if a bidder is recommended as the first candidate for a preceding lot, they will no longer be recommended as a candidate for any subsequent lots.


□ Bidders recommended as the first candidate for winning the bid in a bid section with a higher tender control price will no longer be recommended as candidates for winning the bid in other bid sections, arranged in descending order of tender control prices.


4. Obtaining Bidding Documents


4.1 Any bidder intending to participate must register as a network member on the Xiantao Public Resource Trading Information Network (www.xtggzy.com) and obtain a CA digital certificate. For specific procedures, refer to "Xiantao Public Resource Trading Information Network — Service Guide — New User CA Application Process".


4.2 After completing member registration, please log in to the "Electronic Trading Platform" using a CA digital certificate via the Internet from November 6, 2020 to 24:00 on November 10, 2020 (Beijing Time, same below) to download the bidding documents for the bid lot you are applying for free of charge. For consortium bids, the consortium leader shall download the bidding documents. If the bidding documents are not downloaded from the "Electronic Trading Platform" as required, the tenderer ("Electronic Trading Platform") will reject their bid documents.


5. Submission of Tender Documents


5.1 The deadline for bid submission is 10:00 on November 27, 2020


5.2 Bidders shall log in to the "Electronic Trading Platform" using a CA digital certificate via the Internet before the bid submission deadline, select the bid lot they are bidding for, and upload the encrypted electronic bid documents. After the bidder completes the upload of the bid documents, the "Electronic Trading Platform" will immediately issue an electronic receipt to the bidder. The submission time shall be based on the transmission completion time stated in the electronic receipt. Electronic bid documents that are not uploaded or not encrypted by the deadline will be rejected by the tenderer ("Electronic Trading Platform").
