1. Bidding Conditions:
The tender project for the upgrading and renovation of public lighting facilities on certain roads in the Kunming Economic and Technological Development Zone (project name) has been approved for construction by the Economic Development Bureau of the Kunming Economic and Technological Development Zone (name of project approval, verification or filing authority) under document Kun Jing Kai Jing [2020] No. 48 (approval document name and number). The project owner is the Comprehensive Administrative Law Enforcement Bureau of Urban Management of the Kunming Economic and Technological Development Zone. The construction funds are derived from government investment (source of funds), with a project contribution ratio of 100%. The tenderer is the Construction Management Co., Ltd. of the Kunming Economic and Technological Development Zone. The project now meets the tender conditions, and public bidding for the construction of this project is hereby announced.
2. Project Overview and Scope of Tender:
2.1 Tender Content:
The public lighting facility upgrade and renovation project in parts of the Kunming Economic and Technological Development Zone plans to implement street light renovations on seven roads, namely Shuntong Avenue, Yuyuan Road, Linxi Road, Yunjing Road, Chenyi Road, Xiangyang Road, and Yunwan Road; it also plans to complete the new installation of street lights on Hongxiang Road where there are roads but no lights. This project includes lamp pole layout, low-voltage distribution systems, street light monitoring systems, as well as protective grounding and lightning protection grounding.
2.2 Scope of Tender:
All construction work for the upgrade and renovation of public lighting facilities on certain roads in the Kunming Economic and Technological Development Zone. For specific details and quantities, please refer to the construction drawings and bill of quantities.
2.3 Total Investment: 26.3038 million yuan

2.8.2 Quality standards: Comply with the requirements of the "Unified Standard for Constructional Quality Acceptance of Building Engineering" (GB50300—2013), the "Code for Construction and Acceptance of Urban Road Lighting Engineering" (CJJ/89-2012), and current relevant quality acceptance standards, ensuring one-time acceptance qualification of the project construction.
3. Bidder Qualification Requirements:
3.1 Inquiry into the bribery criminal records of the first winning candidate: The tenderer and others may query relevant information through the "China Judgments Online".
3.2 This project shall implement joint disciplinary actions against dishonest judgment debtors in accordance with the "Notice on Implementing Joint Disciplinary Actions Against Dishonest Judgment Debtors in Bidding and Tendering Activities" (Fa [2016] No. 285). The tenderer shall query whether the bidder is a dishonest judgment debtor through the "Credit China" website (www.creditchina.gov.cn) or credit information sharing platforms at various levels, and provide the results to the bid evaluation committee.

3.3 In accordance with the "Implementation Opinions of the General Office of the People's Government of Yunnan Province on Comprehensively Addressing the Issue of Wage Arrears for Migrant Workers" (Yun Zheng Ban Fa [2016] No. 68), during the bidding process for engineering projects, if the winning bidder has committed serious illegal acts involving wage arrears, their winning bid status shall be revoked. Before issuing the Notice of Award, the tenderer shall uniformly request the local human resources and social security department, via an inquiry letter, to provide relevant record information such as the "Wage Payment Credit Record" of the winning bidder.
3.4 In accordance with the "Interim Measures for Dynamic Supervision of Work Safety Licenses for Construction Enterprises," bidders shall provide a work safety license, as well as the corresponding certificates of passing the work safety assessment for the enterprise's main person in charge, the proposed project manager, and full-time work safety management personnel.
3.5 Others: 3.6.1 Business License Requirements: Must be an independent enterprise (institution) legal person or organization registered with the national industrial and commercial administration department, and possess a valid business license.
3.6.2 Qualification Requirements: The bidder must hold a Grade I professional contracting qualification for urban and road lighting engineering, issued by the construction administrative department.
3.6.3 Work Safety License Requirements: Possess a work safety license issued by the construction administrative department, and it must be within its validity period.
3.6.4 Financial Requirements: Bidders shall provide audited financial statements and audit reports for the past three years (2017, 2018, 2019). Newly established companies shall provide documents based on their year of establishment.
3.6.5 Performance Requirements: The bidder's enterprise must have undertaken at least one urban road lighting project with construction and installation engineering costs of RMB 20 million or more in the past three years (from 2017 to present).
3.6.6 Project Manager Requirements: Must hold a National Class I Registered Constructor qualification issued by the construction administrative department (specializing in Municipal Public Works or Mechanical and Electrical Engineering), and must be registered with the bidder's own entity. If there have been changes in the registration entity, records of such changes must be provided. Additionally, must obtain a Safety Production Assessment Certificate for Construction Enterprises (with valid annual inspection); and must not serve as the project manager for other ongoing construction projects.
3.6.7 Proposed Personnel Requirements: In addition to the project manager, one technical director (with a senior engineer title), quality inspector, safety officer, etc., shall be assigned.
3.6.8 Reputation Requirements: The bidder shall have a good reputation, with no suspension or disqualification from bidding by the construction administrative authorities due to records of corporate misconduct, and shall not be listed as a dishonest person subject to enforcement on "Credit China".
3.6.9 Relevant Commitment Requirements: (1) A commitment that the proposed personnel will not be replaced, will not be absent, and will be permanently stationed at the construction site; (2) In accordance with the provisions of Document No. 2 [2013] issued by the Kunming Tendering Supervision Committee, the bidder shall attach an Integrity Commitment Letter.
3.6.10 In accordance with the spirit of Document No. 3 [2014] jointly issued by the Kunming Supervisory Authorities, if the winning bidder (enterprise, legal representative, project manager, technical director) is found by the tenderer to have a record of bribery crimes that is still within the retention period, they shall be prohibited from engaging in public trading activities at the Kunming Public Resource Trading Center, and their winning bid status shall be revoked. For the inquiry of bribery crime records of the first candidate for the winning bid, the tenderer and other relevant parties may query such information through the "China Judgments Online" website.
4. Acquisition of Bidding Documents:
4.1 Bidders interested in participating shall log in to the Public Service System of the Kunming Public Resource Trading Platform (URL: http://www.kmggzy.com) from 15:02 on 2020-11-05 to 23:59 on 2020-11-12 (Beijing Time, same below) to obtain electronic bidding documents and other bidding materials online using the enterprise digital certificate (USBKEY). Enterprises that have not obtained an enterprise digital certificate (USBKEY) must apply for one in accordance with the requirements for electronic Certification of public resource trading in Kunming. After completing registration and approval on the Public Service System of the Kunming Public Resource Trading Platform, they can obtain the bidding documents. This is the only channel to obtain bidding documents.
4.2 The tendering entity does not provide a mail-order service for tender documents.

5.1 The deadline for submission of bid documents (bid submission deadline, hereinafter the same) is 2020-11-26 10:30.
