4. Specific qualification requirements for this project:
4.1 The bidder must meet one of the following conditions (records of misconduct shall be determined in accordance with the "Interim Measures for the Identification and Disclosure of Misconduct of Bidders (Suppliers) in Wuhu Public Resource Trading"):
(1) Within the two years prior to the bid opening date, no adverse conduct records have been disclosed by the Wuhu Public Resource Trading Administration Bureau, or the cumulative adverse conduct record score is less than 10 points;
(2) If the most recent disclosure of adverse conduct records by the Wuhu Public Resource Trading Administration Bureau, or the cumulative score of adverse conduct records reaches 10 points (inclusive) to 15 points, more than 6 months must have passed from the disclosure date to the bid opening date;
(3) For those whose most recent disclosure of bad conduct records by the Wuhu Public Resource Trading Administration Bureau, or whose cumulative bad conduct record points reach 15 (inclusive) to 20 points, more than 12 months have passed from the disclosure date to the bid opening date;
(4) For those whose most recent disclosure of bad conduct records by the Wuhu Public Resource Trading Administration Bureau, or whose cumulative demerit points for bad conduct records reach 20 points (including 20 points) or more, more than 24 months have passed from the disclosure date to the bid opening date.
4.2 If consortium bidding is accepted, relevant qualification requirements shall be specified for the consortium; if the project belongs to a specific industry, suppliers must meet the statutory market access requirements of that industry.

4.2 This project only accepts members of the bidding enterprise (supplier) member database of Wuhu City who have been approved to obtain the bidding documents. Members shall obtain the bidding documents through the online bidding and trading system of the Wuhu Public Resource Trading Center. Potential bidders not yet registered in the database should promptly complete the registration procedures (see the registration notice published on the website of the Wuhu Public Resource Trading Center for details). If failure to obtain the bidding documents results from not completing the registration procedures in time, the responsibility lies with the bidder.
