II. Qualification Requirements for Applicants:
1. Comply with Article 22 of the Government Procurement Law of the People's Republic of China; not listed as a dishonest person subject to enforcement, a party involved in major tax violation cases, or recorded for serious illegal and dishonest acts in government procurement on "Credit China" (www.creditchina.gov.cn) and the China Government Procurement Network (www.ccgp.gov.cn).

3. Specific qualification requirements for this project: Bid Package 1: (1) Possess Grade III or higher qualification for professional contracting in urban and road lighting engineering; (2) Possess a valid work safety license; (3) Enterprises registered outside the province must have valid registration with the Zhejiang Provincial Department of Housing and Urban-Rural Development; (4) The proposed project manager must hold a Grade II or higher registered constructor qualification in electromechanical engineering; (5) The proposed project manager must hold a Work Safety Assessment Certificate B. Note: 1. Different suppliers whose unit heads are the same person, or who have direct holding or management relationships, shall not participate in the bidding for the same bid section simultaneously. 2. Suppliers that provide overall design, specification preparation, or project management, supervision, testing, and other services for the project shall not participate in other procurement activities for this procurement project.
