Procurement Requirements: Update of lighting luminaires for the renovation project of Changhai County Secondary Vocational and Technical Professional School, mainly including the supply, installation, commissioning, and warranty of lighting luminaires (see Procurement Requirements and Specifications for details). Note: Bidders may bid for all four lots of this project but can only be awarded one lot.
Note: (1) The goods for this tender must be non-imported products; otherwise, the bid will be considered invalid (imported products refer to products declared and inspected by China Customs, entering Chinese territory, and produced outside the customs territory);
(2) Bidders cannot bid on individual items of this project only; otherwise, the bid will be considered non-responsive and rejected.

II. Qualification Requirements for Applicants:
1. Comply with the provisions of Article 22 of the Government Procurement Law of the People's Republic of China;

4. Bidders shall upload the encrypted bid file .dltf (encrypted) in the "Upload Bid Documents" section of the business system before the bid opening deadline, and perform a simulated decryption to confirm "Simulated Decryption Successful". At bid opening, bidders shall bring the CA token that achieved successful simulated decryption for decryption.
5. In accordance with the requirements of Document No. 549 [2020] of the Ministry of Finance, this project implements full-process electronic government procurement. On-site registration and review by bidders are not accepted, and paper bid documents are abolished.
