Jinan Issues Management Measures for Interior Lighting of Urban Buildings

The city night is illuminated by thousands of nightscape lighting fixtures, creating the effect of "seeing the light but not the fixture," which forms an important aspect of the urban nightscape. Recently, the Jinan Housing and Urban-Rural Development Bureau, the Jinan Natural Resources and Planning Bureau, and the Jinan Urban Management Bureau jointly issued the "Jinan City Building Interior Translucent Lighting Management Measures" to regulate the construction and management of interior translucent lighting in urban buildings and enhance the quality of urban illumination. The measures will take effect on October 1 and remain valid until September 30, 2025.

In accordance with the regulations, large buildings and structures along key roads, major transportation hubs such as airports and railway stations, commercial streets (districts), comprehensive sports stadiums (venues), tourist attractions and other large public spaces, urban cores, key areas, landmark buildings, important urban nodes, and other urban buildings designated in the special urban lighting plan shall be equipped with internal illumination facilities. For new buildings, internal illumination facilities shall be designed, constructed, accepted, and put into use simultaneously with the main construction project.

The measures also regulate the installation of interior architectural lighting in urban buildings. Such facilities must comply with luminance and luminous intensity control requirements, not interfere with residents' normal daily life, harmonize with the urban spatial environment, and align with the city's historical and cultural character.

办法提出鼓励城市建筑内透照明并入城市照明智能控制系统，实行分区、分级、分时控制。城市建筑内透照明设施可以按照平日、节假日等模式进行控制，其用电应当与商业、办公等其他照明用电负荷分开，实行单独计量。按照城市照明专项规划要求实施内透照明，并纳入城市照明智能控制系统的，市、区人民政府可以参照城市景观照明的相关标准给予用电费用补贴。
