Hangzhou releases "Six New" development "Top Ten Demonstration Scenarios", including the implementation of the "Smart Pole" plan

The "Six New" (new infrastructure, new consumption, new manufacturing, new e-commerce, new health, and new governance) represent Hangzhou's urban development direction and the vision for citizens' future lives. According to the recently issued "Action Plan for Strengthening Digital Empowerment and Promoting the Development of the 'Six New'" by the Hangzhou Municipal Government, by 2023, the "Six New" will become the main driving force for Hangzhou's urban development. Hangzhou will basically establish itself as an international consumption center city, with residents' key health indicators and comprehensive health development levels reaching those of developed countries (regions) worldwide, and initially build itself into the leading city in China for digital economy and digital governance.

To accelerate the formation of a new landscape across Hangzhou that actively promotes the development of the "Six New" areas, the Hangzhou Municipal Development and Reform Commission, together with the Administrative Committee and Government of the High-Tech Zone (Binjiang), recently convened an on-site meeting and expert seminar on advancing the "Six New" development in Hangzhou. At the meeting, Hangzhou announced the "Top Ten Demonstration Scenarios" for the "Six New" development.

Promote the integrated and集约 construction of information infrastructure—such as 5G, BeiDou ground augmentation systems, high-quality fiber-optic networks, and smart city sensor networks—with urban public facilities. Implement the "multi-pole integration" and "smart street light pole" initiatives to accelerate the deployment of 5G base stations on street light poles.

Accelerate the establishment of urban unmanned transportation systems and take the lead in achieving commercial operation of autonomous vehicles at Level 4 or above. Establish a city-wide digital platform for charging pile management, open up more low-altitude airspace for commercial drone logistics, and expand the production and application of self-pickup cabinets such as smart express lockers and community "shared refrigerators." In the future, seafood you purchase will be stored in "shared refrigerator" self-pickup cabinets upon arrival at your residential complex, so you no longer need to worry about freshness.

Autonomous driving is classified into six levels, L0 to L5. Level 4 (L4) represents full-condition autonomous driving, where the system automatically performs all driving tasks, albeit within restricted road and environmental conditions. Hangzhou will also open more roads for autonomous driving testing and demonstration operations.

Strive to have major national science and technology infrastructure and large-scale scientific facilities located in Hangzhou, deepen the construction of Zhejiang University's supergravity major science and technology infrastructure, accelerate the development of new research platforms such as DAMO Academy and Zhijiang Laboratory, and promote the establishment of national laboratories and national engineering research centers.

Taking the Hangzhou Innovation Institute of Beihang University as an example, it is planned to be completed and put into use by the end of 2021. At that time, more than 2,000 graduate students will be trained in Hangzhou, achieving employment and entrepreneurship in Hangzhou after graduation.

Promote the construction of 26 industry-level, regional-level, and enterprise-level application platforms, and deepen the implementation of initiatives such as machine replacement, industrial IoT, and enterprise cloud migration.

Safe subway operation requires essential inspections. Previously, inspecting a standard 208-meter train with four senior technicians took 150 minutes. In the future, using intelligent inspection robots for rail transit will complete the same task in just 100 minutes.

Support key leading enterprises and platform enterprises in Hangzhou to explore the establishment of a blockchain-based industry ecosystem, and encourage enterprises to actively strive for and take the lead in carrying out pilot settlements of central bank digital currency.

For example, on July 17, Hangzhou launched the nation's first blockchain-based electronic seal application platform. In the future, when we need to affix seals for administrative procedures, there will be no need to visit the site in person. Enterprises will no longer have to worry about seal custody, eliminating the risk of "fake seals."

Support the growth and expansion of "stay-at-home economy" products and digital entertainment industry projects, including online games, short videos, online literature, live streaming, digital film and television, internet advertising, digital sports, and digital tourism.

The city currently hosts live-streaming platforms such as Taobao Live, Douyin, and Mogujie, with 400,000 streamers. Top influencers include Viya, Lier Baobei, and Xueli. Hangzhou will soon release policies to encourage the development of live-stream e-commerce, build live-stream e-commerce parks, and help establish itself as the leading city for live-stream e-commerce in China.

Promote the construction of smart medical consortiums in municipal hospitals such as the First Municipal Hospital, and develop smart medical IoT applications including telemedicine, smart emergency care, and home health monitoring. In the future, Hangzhou will increase the development and promotion of medical robots, caregiving robots, rehabilitation robots, and smart pharmacies, while fostering new business formats such as TCM leisure and wellness, and health tourism and recuperation.

Life in old age might look like this: when healthy, enjoy leisure and wellness for a happy retirement; when ill, medical robots perform surgeries, organs can be 3D printed for transplantation, rehabilitation robots care for you and chat with you during recovery, and medications are delivered to your home with just a tap on your phone.

Accelerate the construction of major projects in transportation, municipal infrastructure, and industry within the Airport Economic Demonstration Zone; plan and build the Airport Conference and Exhibition Center with high standards; further upgrade the Comprehensive Bonded Zone; and promote the development of airport-oriented industries such as cross-border e-commerce and air logistics.

Accelerate the construction of Hubin Pedestrian Street (Phase II) and the new consumption district on Yan'an Road, and promote the upgrading of business formats in characteristic blocks such as Silk City, Wulin Road, Qinghefang, Qiaoxi, and Tangqi.

Accelerate the development of seven provincial-level pilot projects for Future Communities, including Shangcheng Shibansheqiao Community, Jianggan Caihe Hehuatang Community, Gongshu Guashan Community, Xihu Zhijiang Community, Xiaoshan Guali Qicai Community, Xiaoshan Asian Games Community, and Qiantang New Area Yunfan Community.

Strengthen the central architecture of the urban brain, prioritize advancing 12 key scenarios this year, and form digital system solutions that empower the modernization of urban governance.

The City Brain has evolved from "traffic congestion management" to "urban governance," and during the pandemic launched platforms such as the Health Code and Qin Qing Online. To date, it has rolled out 48 application scenarios across 11 key areas—including convenient medical care, easy parking, and block governance—along with 168 digital cockpits, ushering in a new model of digital governance and digital life in Hangzhou.
