Procurement Requirements: Lot A covers the procurement and installation of solar street lights for 16 townships, including Mule Town, Mugui Town, Xunwang Township, Shizui Town, Mapi Township, Youma Town, Shepo Town, and Shebu Town; Lot B covers the procurement and installation of solar street lights for 12 townships, including Luoxiu Town, Zhongsha Town, Luobo Township, Madong Town, Dayang Town, Mugen Town, and Xiawan Town; Lot C covers the procurement and installation of solar street lights for 12 townships, including Dawan Town, Baisha Town, Mengwei Town, Shilong Town, Houlu Township, Jintian Town, Nanmu Town, Zijing Town, Dongxin Township, and Jiangkou Town. Contract performance period: from the date of contract signing until December 31, 2020 (the specific time shall be subject to the time agreed upon in the agreement).
This project is divided into 3 lots. Bidders may bid for one or more of the 3 lots, but each bidder can only be awarded one lot. Bid evaluation will be conducted in the order of Lots A, B, and C.
This project (does not) accept consortium bids.
II. Qualification Requirements for Applicants:
1. (1) Conditions that suppliers must meet as stipulated in Article 22 of the Government Procurement Law of the People's Republic of China;
(2) Suppliers registered domestically (i.e., registered in accordance with relevant national regulations), engaged in the production or operation of the goods procured in this purchase, possessing corresponding capabilities in personnel, equipment, funds, etc., and holding legal person status;
(3) Consortium bids are not accepted for this project.
(4) Different suppliers whose unit heads are the same person or who have direct holding or management relationships shall not participate in government procurement activities under the same contract. Except for single-source procurement projects, suppliers that provide overall design, specification preparation, or project management, supervision, testing, and other services for a procurement project shall not participate in other procurement activities of that procurement project.
(5) Suppliers listed as dishonest judgment debtors, parties involved in major tax violation cases, or recorded for serious illegal and dishonest acts in government procurement on channels such as the "Credit China" website (www.creditchina.gov.cn) and the China Government Procurement Network (www.ccgp.gov.cn), as well as those failing to meet the conditions stipulated in Article 22 of the Government Procurement Law of the People's Republic of China, shall not participate in government procurement activities.
