2018年5月，高邮市人民政府向中国照协提出了对其“中国路灯制造基地”荣誉称号的复评申请。根据《关于中国照明电器行业特色区域和产业集群建设管理的行业规范》的有关规定，2018年12月27-28日，中国照明电器协会组成复评考核专家组，对江苏省高邮市“中国路灯制造基地”荣誉称号的规范使用情况进行了复评考核。

The assessment expert group includes Liu Shengping, Vice Chairman of the China Association of Lighting Industry (CALI), as the leader; Guan Yong, Vice Chairman of CALI and General Manager of Zhejiang Sunshine Electric Appliance Group Co., Ltd.; Wang Micheng, Vice Chairman of CALI and General Manager of Hangzhou Hongyan Electric Appliance Co., Ltd.; Yu Licheng, Deputy Director of Shanghai Times Light Electric Appliance Testing Co., Ltd.; and Wang Zhuo, Secretary-General of CALI.

During the re-evaluation period, the expert group first listened to work reports from the Gaoyou Municipal Government and relevant departments. Vice Mayor Zhang Jun introduced the development of the Gaoyou street light industry in recent years. The Gaoyou street light manufacturing sector has developed for 40 years since the national reform and opening-up policy, received the title of "China Street Light Manufacturing Base" in 2008, showed obvious clustering effects, and entered a period of rapid development after the first re-evaluation in 2013. Currently, there are over 600 street light manufacturing enterprises in the city, employing more than 40,000 people, forming an integrated supply chain covering street light poles, luminaire, light sources, surface treatment, accessory production, and supporting services. The annual output value is nearly 20 billion yuan, making it a pillar industry in the region. In recent years, production enterprises in Gaoyou have registered over 1,700 trademarks, including 4 well-known trademarks. Many enterprises possess capabilities in luminaire production, construction, installation, and maintenance. Among them, four companies—Longteng, Chengxu, Xiandai, and Shenzhou—have obtained dual Class A qualifications for both design and construction. Since 2014, the production and sales volume and tax revenue of the street light manufacturing industry have grown continuously for five consecutive years, with growth rates exceeding 15%. This has achieved "five major leaps": "industry scale", "market share", "park creation", "enterprise quality", and "industry planning".

在高邮路灯产业发展过程中，政府及地方协会发挥了重要的引导和推动作用。有针对性的组织企业加强自律，抵制假冒产品和质量烂货，及时制止偷工减料行为，积极沟通和协调企业间的矛盾和问题。关于今后的发展定位，高邮市和生产企业均表示要转变传统的发展模式，促进产品转型升级、加快海外市场的拓展、抓住新时期的市场发展机遇。

除了听取政府的汇报之外，专家组还与高邮市的10家骨干企业代表举行座谈会，深入了解当地企业发展情况，企业代表分别从生产经营、区域建设、行业发展等方面汇报了企业现状及未来发展计划，并提出了希望在中国照协的指导下探索新的发展思路，推动企业转型升级。考察组还考察了龙腾照明和星慧照明两家骨干企业。

考核组认为，高邮的路灯灯具制造区域优势明显，产业集群化为该地区提供了良好的发展环境。市委、市政府通过积极引导和良好的服务，推动了本地区路灯产业的持续健康发展。“中国路灯制造基地”在行业内已具有较高的知名度和影响力。专家们希望，高邮市路灯产业在国家由高速发展向高质量发展的进程中完善产业规划，向产品智能化，生产自动化，市场多样化方向努力，加强人才培训和公共服务平台建设，促进高邮市路灯产业迈向新台阶。
