On November 4, the Party Branch of the Shanghai Lighting Appliance Industry Association organized all branch members to conduct a special study on the 15th Five-Year Plan. Centered on the plan’s proposals for green and low-carbon transformation, new urbanization, and urban renewal, the session included exchanges and discussions tailored to the realities of Shanghai’s lighting industry, aligning with industry development directions under the guidance of Party building.

During the study, branch members focused on several ongoing changes in the lighting sector. Green and low-carbon practices have evolved from “optional measures” to “entry requirements”; the “Action Plan for Peaking Carbon Emissions during the 15th Five-Year Plan Period” lists green lighting as a key energy-saving and carbon-reduction project in the construction field, and new national standards for LED lighting product energy efficiency have been released—products below the准入门槛 will be phased out starting September 2027. The national standard for smart multifunctional poles has been approved, moving the concept of “integrating multiple poles into one, multiple sensors into one” from local initiatives to nationwide regulations, turning lampposts into nodes for urban sensing and digital governance. Healthy lighting and human centric lighting (HCL) are advancing from concepts to product specifications and evaluation criteria; lighting must now address not only whether it “illuminates,” but also whether it is “good for people and the environment.” Urban renewal provides clear opportunities for upgrading lighting in older residential areas, filling gaps in road illumination, and restoring historical buildings through light and shadow.

Branch members noted in their discussions that these trends present both challenges and opportunities for lighting companies. The association’s Party organization aims to strengthen its platform in policy interpretation, standard alignment, and enterprise services, transforming the lighting-related provisions of the 15th Five-Year Plan into actionable work items that Shanghai’s lighting industry can adopt and implement, ensuring that Party-led guidance is effectively applied at the forefront of industry transformation.
