IV. Expert Review Committee
The Chairman of the Expert Review Committee for this event is Comrade Fu Zhihuan, who serves as the President of the China Energy Conservation Association, former Minister of Railways, former Director of the Finance and Economic Committee of the National People's Congress, and Academician of the Chinese Academy of Engineering.
The review experts will be selected from among the Vice Presidents, Standing Directors and Directors of the China Energy Conservation Association. They come from relevant national government departments, professional academic research institutions, and relevant associations (societies). The organizing committee will select specific experts from the expert database in a targeted manner based on the different industries and nature of the applying units and technologies.
In order to ensure the fairness and impartiality of this recommendation activity, the China Energy Conservation Association will announce the specific list of expert committee members at the awards ceremony of this event.
V. Recommendation Process
1. Recommendation Process for "Outstanding Energy-Saving China Unit / Outstanding Energy-Saving China Product / Outstanding Energy-Saving China Technology" Honors:
Since this event covers a wide range of industries and involves a large number of participating enterprises, the evaluations and notifications of "Outstanding Energy-Saving China Unit / Outstanding Energy-Saving China Product / Outstanding Energy-Saving China Technology" will be conducted in three batches. The winning units will be publicly announced in a unified manner at the awards ceremony in May 2013, and the publicity and promotion campaign for the winning units will be fully launched:
First Batch: December 01, 2012 – January 20, 2013
Second Batch: January 21, 2013 – March 17, 2013
Third Batch: March 18, 2013 – April 30, 2013
2. "Top Ten Energy-Saving Contribution Units/Application Technologies in China" Recommendation Process:
(1) Material Collection, Screening and Preliminary Evaluation:
December 1, 2012 – March 17, 2013
(2) Review and Publicity:
March 18, 2013 — April 13, 2013
3. Publicity and Announcement:
The review results for May 2013 will be publicly announced and a release ceremony will be held during the China Energy Strategy High-Level Forum at the 16th China Beijing International High-Tech Expo.
VI. Promotion Scope
Mainly covering various industries such as industrial energy conservation, transportation energy conservation, building energy conservation, public institution energy conservation, government park energy conservation, commercial energy conservation, residential energy conservation, energy-saving products and services, banks and third-party investment and financing institutions, to select units, products, and technologies that have made outstanding contributions to and had a widespread impact on China's energy conservation cause.
VII. Method of Participation
To ensure the fairness and impartiality of this event, all organizations may apply free of charge. Applicants must complete the "2013 Energy-Saving China" promotional event application form and provide the required application materials.

(1) "Outstanding Energy-Saving China Unit / Outstanding Energy-Saving China Product / Outstanding Energy-Saving China Technology" Promotion Standards
Sense of Responsibility
1. The participating unit is enthusiastic about energy conservation, has a strong sense of social responsibility and energy-saving awareness, and actively supports, participates in, and promotes the development of energy-saving activities in the industry.
2. The participating unit has long-term active participation in energy conservation and emission reduction activities, and has contributed to promoting the dissemination of energy-saving concepts in the industry.
Action Capability
1. The participating unit vigorously implements energy conservation and emission reduction measures, develops a circular economy, and has made due contributions to a resource-conserving and environmentally friendly society.
2. The participating unit's business achievements or researched energy-saving technological achievements have directly or indirectly promoted progress in the field of energy conservation in its industry.
Influence
1. The energy-saving achievements of the participating unit are advanced and exemplary, playing a leading, guiding, and demonstrative role for the energy-saving industry and the public.
2. The development of the participating unit is respected by society, and its energy consumption and other energy-saving indicators must be at a leading level within their respective industries.
3. The participating unit has a certain degree of social recognition and a good public image.
