The First China Lighting Industry Standard and Quality Conference Held in Changzhou

7月15日，由中国照明电器协会主办的“首届中国照明电器行业标准质量大会”在江苏省常州市召开。

中国轻工业联合会副会长、中国照明电器协会理事长、全国照明电器标准化技术委员会主任委员何烨，国家市场监督管理总局产品质量安全监督司二级巡视员刘杰，常州市钟楼区委副书记、区人民政府区长李德森等政府部门和行业机构领导出席会议并作重要讲话。来自行业企业、检测认证机构、地方协会等单位的近200名代表出席了会议。

中国照明电器协会顾问、全国照明电器标准化技术委员会副主任委员王旭华和中国照明电器协会秘书长、全国照明电器标准化技术委员会副秘书长王卓分别担任了部分环节的主持人。

Chairman He Ye delivered the keynote address. She stated that organizing the inaugural "China Lighting Industry Standard Quality Conference" aims to implement the spirit of the 20th National Congress of the Communist Party of China and the Central Economic Work Conference, fulfill the deployment requirements of the "Outline for Building a Quality Powerhouse," strengthen quality support and standard leadership, gather wisdom from all parties, form industry consensus, resolve development dilemmas, accelerate the formation of new quality productive forces in the lighting industry, and achieve high-quality development.

She pointed out that, facing the complex and volatile international situation, cross-border integration of science and technology, diverse and evolving consumer demands, and the goals and tasks of sustainable development, the lighting industry still faces many problems: First, the industry concentration is low and scale effects are insufficient; second, high-end consumer demand needs to be released urgently; third, low-price competition disrupts market order; fourth, corporate operating benefits are declining; fifth, product quality issues remain prominent.

Facing the downward pressure on industry development and the determination and measures of the state to maintain a fair competitive order, the lighting industry should take active actions to promote the formation of a benign competitive order and industry ecosystem centered on technological innovation, quality leadership, and standard empowerment. She pointed out: Improving standard and quality levels is an important task for implementing national strategies. Improving the standard and quality benefits of the lighting industry has significant practical significance and actual effect for further consolidating the development foundation of China's lighting industry and promoting the industry from large to strong. Improving standard and quality levels is a necessary means to enhance competitive strength. By improving quality benefits, we should promote the upgrading of enterprise scale, products and services, improve enterprise competitiveness and innovation capability, achieve structural optimization, and supplement development momentum; the entire industry needs to continuously enhance quality competitiveness and obtain momentum for sustainable development by improving standard and quality benefits. Improving standard and quality levels is a booster for expanding domestic and international markets. Enterprises should strengthen the research, learning, and application of domestic and international standards as well as market access rules, further increase their share in domestic and foreign trade markets, and cultivate brands with international influence. By establishing and forming a relatively complete guarantee system for standard and quality benefits in the domestic and foreign trade markets of the lighting industry, we can occupy a more favorable position in the global trade pattern. Improving standard and quality levels is the focal point for cultivating new quality productive forces. As the "diffuser" and "booster" of scientific and technological achievements and the "weather vane" of industrial development, standards establish the "best order" and provide a "common language" for scientific and technological innovation activities. Technological innovation driven by standard quality will further drive the improvement of the industry's standard and quality levels, forming a virtuous cycle of development.

She also put forward four suggestions on how to do a good job in industry standard and quality work in the coming period:

1. Raise awareness and make standard quality the number one project of the enterprise. Whether standard and quality work can achieve practical results depends most importantly on whether decision-makers attach importance to it and are willing to invest. As enterprise managers, we must deeply understand the core essence of the national "Quality Powerhouse" strategy, which requires systematic planning and long-term investment, as well as industry-wide consensus and participation, to jointly promote the transition from quality-strong enterprises to quality-strong industries and ultimately achieve a quality-strong nation.

II. Advance in sync and effectively fulfill the respective roles of all parties.As the primary party responsible for product quality, enterprises must fulfill their responsibilities and obligations, strengthen quality management, strictly implement standards, and actively participate in the development and revision of standards, helping standard-setting bodies propose content that better reflects industry realities and is more scientific and reasonable. Standard testing and product Certification technical institutions should leverage their platform role, strictly carry out testing and Certification supervision, and provide technical support for enterprises participating in standardization activities and quality improvement. As an industry association, we will actively cooperate with government departments to interpret and promote policies and standards, while strengthening industry self-discipline and quality integrity building to foster a healthy and orderly industry development environment.

III. Seek practical results and comprehensively improve the quality level of standards.Accelerate the pace of standard updates. Earnestly implement the requirements of "fast, excellent, and strong," focus on the development direction of the lighting Industry, concentrate on key Industry / Supply chain segments, and strengthen the development and application of technical standards for key links, key areas, and key products. Focus on intelligence levels, health-oriented features, and digitalization progress to strengthen the support of standards for industry development; accelerate the construction of green and low-carbon standard systems and the development of related standards; promote the expansion from product quality to service quality. Further enhance market recognition of group standards and increase the effective supply of group standards. Strengthen promotion, implementation, and application, with a focus on improving the standard quality awareness of small, medium, and micro enterprises; combine work such as Energy efficiency labeling and quality grading, and use standard quality tools such as Certification and labeling to conduct consumer publicity, popularize quality information, and protect consumer rights. Accelerate overseas market expansion. Improve the quality and efficiency of Export products, curb the further development of the trend of trading price for volume in foreign trade markets, raise the quality baseline; lead the formulation of international standards, master the pathways and rules for international market access, and expand overseas markets by increasing product variety and capacity. Strengthen supervision of standard implementation. Increase law enforcement efforts, raise the cost of violations, and protect the competitiveness of compliant enterprises.

IV. Set examples and cultivate a batch of benchmark enterprises for standard innovation.Smooth the development path of "R&D of technological innovation achievements — enhancement of standard innovation capability — promotion of high-tech industries — expansion of international innovation horizons" to enhance the resilience of the Industry / Supply chain.

She stated that a unified and strict standard quality system is the cornerstone of the industry's healthy development, an important foundation for maintaining fair market competition order and promoting high-quality, sustainable development of the industry.She hopes that through everyone's joint efforts, the standard quality work in the lighting industry will achieve even more remarkable results and form an inexhaustible driving force for promoting the sustainable and healthy development of the lighting industry!

Inspector Liu Jie delivered a keynote report titled "Grasping Product Quality to Maintain Fair Competition." In his speech, he stated that product quality and fair competition have increasingly transcended the boundaries of corporate operations, becoming closely linked to the high-quality development of the national economy and people's aspirations for a better life. For enterprises, product quality is the "lifeline" on which they depend for survival, while fair competition is the source of living water that nourishes this lifeline. The two are interdependent and mutually reinforcing, jointly building a solid foundation for a healthy market ecosystem.

He pointed out that product quality is the foundation of an enterprise's life and the soul of its value. It is the hard currency for winning consumer trust and gaining market access, serving as the most basic guarantee for survival in fierce competition. Meanwhile, product quality is the source of development, the core engine driving enterprises from "getting bigger" to "getting stronger," and also a shield of dignity, acting as the "guardian" of the brand's soul. Enterprises should strictly grasp product quality and maintain fair competition to safeguard the source of market vitality and the spring of innovation.

He expressed hope that enterprises, as the main bodies of implementation, should exert efforts in the following key dimensions:First, consolidate the foundation of product quality by applying new technological methods; second, improve soft power in quality management; third, acknowledge and respect the legitimate status and innovative achievements of competitors; fourth, proactively supervise and maintain fair competition in the market.

Yu Ling, Head of the Electromechanical Products and Components Testing Center at the China Household Electrical Appliances Research Institute, introduced the status of the lighting product risk monitoring project.

Yang Yue, Chairman of Shanghai Times Light Lighting Electrical Appliance Testing Co., Ltd., introduced the ideas and framework for quality evaluation of key products in the lighting industry.

At the conference, three group standards jointly administered by the China National Light Industry Council and the China Association of Lighting Industry were officially released, namely "Greenhouse Gases - Quantification Methods and Requirements for Product Carbon Footprint - Luminaires"(T/CNLIC 0207-2025)(T/CALI 9901-2025) "Greenhouse Gases - Quantification Methods and Requirements for Product Carbon Footprint - Light Sources"(T/CNLIC 0208-2025)(T/CALI 9902-2025) "Greenhouse Gases - Quantification Methods and Requirements for Product Carbon Footprint - Control Devices"(T/CNLIC 0209-2025)(T/CALI 9903-2025). Certificates were also awarded to the first batch of enterprises that obtained the "Certification for Household Solar Photovoltaic Lighting Products" and the "Premium Certification for Offline Voice-Controlled Luminaires".
